Job description

Purpose
Develops, implements, and directs recruitment, employee relations, compensation administration, performance management, employee engagement, and other human resource programs and activities.

Essential Job Functions
  • Plans and develops human resource strategy for the agency.
  • Advises and partners with leadership on employee matters.
  • Develops, implements and interprets human resource policies and procedures.
  • Designs and updates annual compensation programs; conducts annual salary surveys; analyzes compensation structure; and makes recommendation on salary and wages for agency.
  • Directs annual performance management programs including performance review process, assistance with goals setting, performance coaching, and corrective action administration.
  • Develops, maintains, and edits the employee handbook.
  • Designs, negotiates, and manages benefits programs, including vendor selection and management, claims administration and resolution, and program effectiveness.
  • Manages the recruitment and selection of talent for the agency; advertises job openings; creates and manages college recruitment programs; oversees employee onboarding; designs career pathing programs and manages succession planning program.
  • Creates and manages organization charts, staffing levels, and headcount for agency.
  • Creates and maintains employee job descriptions for all positions.
  • Designs, manages and creates training and development programs for staff.
  • Consults with outside counsel on employment-related matters to mitigate legal and financial risks to the agency.
  • Recommends new programs, policies, procedures and tools to increase employee engagement.
  • Represents agency in programs and activities as an executive leadership team member.
  • Keeps abreast of legislation, regulations, new developments and industry trends in employment law and HR practices ensuring compliance with federal and state laws.
  • Investigates and manages employee relations issues; makes recommendations of actions to resolve incidents and violations; and documents past practices for employment related matters.
  • Performs other related duties of a comparable nature as assigned.

Education and Experience
  • Bachelor's degree in human resources, business administration or a related field. Master's preferred.
  • Minimum 5 years of experience in human resource management.
  • Knowledge of federal and state laws and regulations.
  • SPHR certification is preferred.
  • Proficient in MS Office Suite (Word, PowerPoint, Excel and Outlook).

Supervisory Responsibility
This position has supervisory responsibilities for the HR Generalist, HR Coordinator and partial responsibilities for the Office Manager.

Position Type/Hours
This is a full-time position, and hours of work and days are generally Monday through Friday, 8:00 a.m. to 4:00 p.m., but flexible as evening or weekend hours may be needed for recruiting or emergencies.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. This position is sedentary most of the day and requires occasional standing, walking, bending, kneeling, and stooping. Occasionally the position requires walking to/from various buildings. Employee may infrequently lift items up to 15 pounds.
