Job Description:
PCI is seeking an experienced Human Rources Business Partner for its East operations based in Cincinnati, OH.

The HR business partner (HRBP) position is responsible for aligning business objectives with employees and management in designated business units. The position serves as a consultant to management on human resource-related issues. The role formulates partnerships across the HR function to deliver value-added service to branch management and employees that reflects the business objectives of the organization.

The HRBP will consult, advise, coach and partner with the business on people and organizational needs while ensuring alignment with group, functional and regional/site initiatives as well as the overall business strategy. This role will partner closely with senior leaders to drive organizational effectiveness including change management.

Essential Functions Include:

Act as key HR point of contact for branch operations and be the go-to person for employee related questions

Serve as subject matter expert within region regarding state regulatory requirements, standards and other known relevant policies and guidelines

Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with compliance and/or legal department as needed/required

Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention

Provide day-to-day performance management guidance to operations (e.g., coaching, counseling, career development, disciplinary action)

Manage and resolve complex employee relations issues. Conduct effective, thorough and objective investigations when needed (travel upon necessity)

Partner with Strategic Development to foster talent management, career development, and succession planning through internal promotion.

Ensure effective execution of established human resources policies, procedures, and site HR initiatives in alignment with branch business strategy

Identify training needs and monitor training programs to ensure success within business units

Act as point of contact related to COVID-19 or any required national health related programs/policies/response

Compile data relating to recruiting, promotions, employee demographics etc. to evaluate trends and ensure federal contract compliance goals are being met

Analyze trends and metrics in partnership with the HR group to develop solutions, programs and policies through quarterly audit

In conjunction with HR Compliance, advise business units on federal and state wage & hour compliance, identifying, preventing, and resolving any potential risk areas

Train branch operations with recruiting compliance, EEO principals, and anti-discrimination practices

Conduct anti-harassment training across region per federal and state requirements

Undertake Affirmative Action Compliance as it relates to the following;Executive Order 11246

Section 503

VEVRAA (4212)

Partner with HR Compliance to conduct periodic internal branch and function reviews/audits/investigations to ensure compliance with documented processes and proceduresAffirmative Action Plan progress

Outreach recruiting effectiveness and hiring compliance

Compliance notice & postings fulfillment

Branch-level HR process consistency

Project contract compliance

Wage and hour compliance

Anti-Harassment training compliance

Ensure all contracts are in compliance with EEO clause and policy

In conjunction with HR Compliance, annually review AAP goal attainment with branch management (Section 503 and VEVRAA AAPs require analysis of the applicable goals and benchmarks for individuals with a disability and protected veterans)

Act as a conduit for all job protected leave and reasonable accommodation requests for region and communicate requests to corporate human resources

Partner with Corporate stakeholders to provide employment support for business units regarding the full employee lifecycle

Partner with branch management in project compliance from pre-qualification set up to closeout

Assist HR Compliance Department with required periodic employee demographic surveysVeterans Survey

Requirements:
Basic Requirements:

At least 4 years' experience working in human resources in a business partner, generalist, or compliance capacity, supporting one or more functional and/or geographical locations

Bachelor's degree in Human Resources or related discipline, or comparable work experience.

Minimum Requirements:

Ability to travel up to 25% on an as needed basis

Knowledge of federal, state and local employment laws. Broad knowledge of, and the ability to interpret and apply human resources concepts and best practices to, employment law areas such as Title VII, FLSA, EEOC, ERISA, COBRA, ADA, FMLA

Strong written and verbal communication skills with exceptional interpersonal skills including the ability to collaborate, influence, negotiate, resolve conflicts and effectively mentor and coach both managers and employees

Proven track record of championing Human Resources initiatives with creativity, innovation and the ability to problem-solve, assessing organizational challenges and generating viable solutions

Effective project/program management skills, with the ability to obtain buy-in and drive execution

Ability to apply discretion and sound judgment in managing processes, making decisions and handling sensitive information

High professional ethics and integrity

Proficiency in MS Word, Excel, Outlook, and Power Point, with the ability to quickly learn other programs and software used by the Company

Preferred Requirements:

4+ years' experience with recruiting and sourcing for multiple branches and/or hiring managers across different departments desired

Experience working in the construction industry preferred
