A District Manager is responsible for executing and communicating the company's direction to our various communities. This manager will have a proven track record in managing a portfolio of Market Rate, Low-income housing, Affordable housing, and Rural Development Properties (600-800 units), be a motivator, a good communicator, and a hands-on manager. District Property Managers work closely with Property Managers and Maintenance Supervisors in their regions to ensure implementation and execution of all corporate policies and procedures. This position reports directly to the Regional Vice President and will oversee properties within their portfolios accordingly.
This portfolio has oversight of a portfolio which consist of at 800 units, located in Pittsburgh, PA

- District Managers are business leaders responsible for developing and managing individual site business plans, including investment objectives, compliance goals, marketing positioning, people, asset quality, and financial goals and objectives.
- Complete oversight of all real estate property management functions, including managing the day-to-day administrative and maintenance operations.
- Creating and implementing leasing and marketing plans, resident relations, budget preparation and financial reporting, and monitoring compliance with HUD
- Hires and supervises all site staff, including initial screening and interviewing for all administrative staff, building superintendents, and leasing staff where appropriate. Parts of the process may be delegated to the appropriately trained site property managers where applicable and with validation that required training and skills are in place.
- Prepares monthly variance analysis reports (Financial Overviews) for submission to CFO.
- Ensures that all resident complaints are handled expeditiously, diplomatically, and professionally.
- Supervises the appropriate building security measures, incident documentation, lease violation reports, and proper notification of management, owner, and/or insurance carriers where necessary.
- Develops, implements, and assures continued implementation of preventive maintenance programs. Develops appropriate schedules and formalizes the program in writing.
- Ensures that maximum economic rents are achieved through the active rent level management, general and targeted outreach methods, assurance of leasing skills, and resident retention programs.
- Able to discuss lease terms and rents accurately, specifically Project-Based Section 8 leases
- Responsible for vouchering through TRACS and ensuring all voucher related issues are handled expeditiously and turned around to the Contract Administrator ASAP
- At any given time, District Managers should be able to describe the overall makeup of strengths, weaknesses, and needs of each property in their given portfolio.
- District Managers are also responsible for reviewing and approving all property purchasing with complete adherence to the expense budget.
- They will work collaboratively with Property Managers and Maintenance Supervisors to ensure timely preparation of rent ready apartments to meet the market demand comprehensively.
- They are ultimately responsible for property risk management, safety standards, and employee and resident liability.
- Regularly monitors each community budget within the portfolio. Reviews financial statements compare to budget and account for monthly variances. Implements new strategies or recommends budget adjustments when needed to meet community objectives and goals.
- Monitor's maintenance of each community within the portfolio. Oversees capital improvements that are part of the property strategy.
- Approves payroll, accounts payable, large purchase orders, and expense reports.
- Prepare and pass REACS & MORS (HUD Audits)
What you have already accomplished:
- Experience as a Regional or District Manager required
- Supervisory experience, managing 6 or more Property Managers.
- Knowledge of one-site property management software is a plus.
- Experience in preparing annual budgets and analyzing variance reports is required.

- Coach property managers and on-site staff on how to provide positive residence experiences and high-level customer service.
- Mitigate and resolve complex resident concerns.
- Partner with additional departments and utilize resources as needed to resolve escalated resident matters.
- Maintain strong vendor relationships.
- Attend local events and fairs to stay aware of industry standards and developments.
- Serve as liaison between communities and Regional Vice Presidents to communicate financial and operational performance effectively.

- Days and hours of work are generally Monday through Friday and frequent weekend shifts.
