Overview: Oasis Systems has an exciting opportunity for a Operations Manager - Manpower/Human Resources located at Wright Patterson Air Force Base. The Operations Manager - Manpower/Human Resources will provide program support to the F-15 Division. The F-15 Division is responsible for management and professional services, engineering and technical services, and studies, analyses and evaluations to accomplish the units mission to design, develop, integrate, test, produce, deploy, modernize, sustain and support U.S. and FMS F-15 fighter aircraft weapon systems and subsystems.

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)
SECURITY CLEARANCE: DoD Secret Clearance Required
EDUCATION:

  • Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
  • OR, BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
  • OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD.
CERTIFICATIONS: No additional certifications required
EXPERIENCE LEVEL: Senior

Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).

QUALIFICATIONS/SKILLS:
  • Minimum of12 years of experience or more based on the educational requirements above, 5 years or more of which must be in the DoD.
RESPONSIBILITIES:
  • The Contractor shall perform as the manpower point of contact for the F-15 Division and functional offices for conducting organizational and process related manpower requirements and programs. The Contractor shall respond to branch and division requests to develop and coordinate all project plans for the F-15.
  • The Contractor shall independently develop a manpower requirement determinant using modeling tools or other statistical methods to provide insight to F-15 Division leadership. The Contractor shall evaluate process measurement results for applicability and accuracy, to include historical manpower, personnel, and workload data based on measurement plans and applicable USAF instructions. The Contractor shall recommend solutions to improve processes and maximize mission accomplishment through efficient resource utilization.
  • The Contractor shall assist in preparing manpower products; ensuring directed documentation for acquisition services is adhered to effectively meet mission requirements.
  • The Contractor shall research a variety of manpower, civilian position management, and military data to validate mission requirements. The Contractor shall assist the military and civilian project leads for the F-15 Division. This support includes response to management to develop and coordinate all project plans for military and civilian actions, permanent changes of assignment, permanent changes of station, requisitions, by-name-requests, answering of questions, interpreting data, and providing background data for military and civilian requirements. The Contractor shall assist with development of military and civilian determinants, process improvements, organizational changes, and other organizational performance consultant studies.
  • The Contractor shall regularly meet with management officials to discuss HR status and to stay abreast of HR, functional issues, new workloads, long-range personnel end-state requirements, HR problems encountered and other matters that would impact civilian employees and military members within the F-15 Division.
  • The Contractor shall review Standard Core Personnel Documents (SCPDs) and Position Requirements Documents (PRDs), prepare hierarchical and organization charts, and prepare/review/interpret Unit Manpower Documents (UMDs) for F-15 Government supervisors. The Contractor shall advise management on the impacts that reclassification or restructuring of positions may have on other positions within the organization, manpower requirements, overall organizational structure, and/or CME resources.
  • The Contractor shall respond to HR requests to present and coordinate all HR requirements for the F-15. The Contractor shall represent the F-15 with various functional area organizations to maintain HR programs and establish, develop, and maintain effective working relationships with all customers. This support includes meeting with key customers and coordinating officials to assess customer satisfaction, explaining organization policy and procedures, resolving problems that arise, and conveying HR guidance.
  • The Contractor shall manage the appraisal and recognition program within the F-15 Division. The Contractor shall draft and review Officer Performance Reports (OPRs), Enlisted Performance Reports (EPRs), and shall manage schedules for reviews and submittal deadlines.
  • The Contractor shall work with managers to write award nominations, decorations, and other recognitions.
  • The Contractor shall work with knowledge managers to create enhanced reporting tools and dashboards, incorporating data sources across multiple platforms, providing more comprehensive and timely performance results to leadership.
