The primary purpose of this position is to serve as supervisory program manager by planning, developing, coordinating, budgeting and executing programs. Participates in program guidance, assessments, advisory services and oversight. Duties
- Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time.
- Plans, organizes, and directs the activities of the element, ensuring that Civilian Training complies with legal and regulatory requirements and meets customer needs.
- Represents the organization with a variety of installation, Command, and functional area organizations.
- Prepares and delivers briefings, training sessions, consultations and strategy sessions to secure cooperation, resolve controversial matters, convey information relative to civilian development plans and programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must includes: planning, researching, organizing, and applying training and development policies, regulations, directives, programs, guidance, and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1 . Knowledge of the principles, theories, techniques, practices, mission and organizational structure of the
specific program and or functional field to support Air Force wide program Human Resources administration
responsibilities.
2. Knowledge of the laws, regulations, principles, and practices of Human Resources program administration.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as
knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of
program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency
objectives on important issues.
5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing
program requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to establish effective working relationships and to communicate well with others orally and in writing,
including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
