Are you able to assist in the description, classification and estimation of property values? Can you participate in the preparation of cases for appeals for real and personal property If so, your search may be over.
Multnomah County's Department of County Management Division of Assessment, Recording and Taxation is seeking a commercial Appraiser 1 to join its team.
In this role, depending on the workgroup you may conduct:
- Research and Analysis: Assist in determining property's highest and best use; classify properties; interview property owners and/or representatives; collect and analyze sales information; rental/lease information; identify comparable properties; review value changes and audit reports.
- Inspections: Assist with field audits; inspect properties and improvements; analyze zoning regulations and land use restrictions; determine use, type of construction, quality, materials; measure and diagram properties and verify property descriptions.
- Appraisal: Assist in making value estimates using market, income and/or cost approaches for less complex properties.
- Customer Service: Confer with property owners and/or their representatives regarding market and appraised values; annual return filings, provide customer service support during tax season, explain rights and procedures; investigate complaints, determine and initiate corrections; participate in the preparation for Board of Property Tax Appeals.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills: (Candidates must meet each bullet point listed)
- Equivalent to an Associate of Arts degree with major coursework in real estate, appraising, business, economics, accounting or a related field.
- 6 months of residential, commercial, industrial real estate appraisal, or assessment experience, or a related real estate field.
- Possession of, or ability to obtain, an appropriate and valid driver's license
- Possession of, or ability to obtain within 60 days of hire or as soon as reasonably possible an appropriate and valid Oregon State Appraiser Registration (annual certification required).
- Ability to pass a criminal background check.
- Knowledge of the principles, practices, and procedures of commercial, industrial or residential property appraisal.
- Real estate appraisal experience utilizing the three approaches to determine market value: income, cost, and sales comparison.
- Working knowledge of building architecture, skilled at reading blueprints, and ability to understand construction components.
- Understanding of the application of Oregon Measures 5 and 50 and Department of Revenue (DOR) Administrative Rules.
- Some familiarity with vacancy rates, multi-jurisdiction land use regulations, finance arrangements, and occupancy rates.
- Intermediate level experience and knowledge working with Microsoft Office Suite including: Word, Excel and Access.
- Experience with navigating various GIS software platforms, in particular ESRI software.
- Experience in navigating CAMA software systems and various 3rd-party online databases and interfaces, such as Costar and RMLS.
- Google Office Suite knowledge preferred, including Gmail, Google Docs. Google Sheets, Google Forms, Google Slides.

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.
Type of Position: This hourly union-represented position is eligible for overtime.
Location: Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214
Schedule: Monday - Friday 8:00am - 4:30pm. There is some flexibility with the start and end times and the possibility of a 9/80 or a 4/10 schedule.This position may be suitable for Hybrid or Routine telework.
