Job description
As a Senior Business Analyst supporting the Veterans Health Information Exchange (VHIE) program, you will be responsible for working with stakeholders across the VHIE program to gather business/clinical requirements for the Joint HIE system of systems and serving as a liaison between the business and technical teams engaged in the ongoing sustainment of the Joint HIE. The Joint HIE was deployed on April 18, 2020, leveraging the Cerner platform, through a collaborative effort between the DoD and VA Office of Electronic Health Record Modernization (OEHRM). Since the go live, VHIE business stakeholders and end users have identified ongoing technical and functional issues. Once OEHRM / OIT determine which technical team will provide support to the Joint HIE System support, the VHIE program will need to coordinate and collaborate with this team to ensure business needs are properly communicated, documented and addressed. The specific coordination and planning activities the Sr. BA will be expected to provide to VHIE include the following:
- Deliver a Joint HIE, VHIE Business Support Plan defining the support VHIE will require from the to be determined OIT / OEHRM technical support team. This plan will be delivered to OIT / OEHRM to help them define their technical resourcing approach and workflows.
- Collaborate on an ongoing basis with the technical support team once established to ensure VHIE's business needs and objectives are properly understood and being met.
- Document business clinical requirements needed for joint DoD-VA information sharing. These requirements will focus on the business operational aspects (administrative, clinical functions, etc.) of the Joint HIE that will maintain and foster VHA as a high-reliability organization. These requirements shall be developed on an ongoing basis and submitted to the technical support team monthly at a minimum.
- Provide business operations and clinically focused expertise regarding the external exchange of health information via the Joint HIE System of systems, including collaboration with the external community care provider network as well as the VA and DoD application teams that comprise the Joint HIE System. This work includes ongoing collaboration with the technical support team; the Sr. BA will act as subject matter expert in the business operations of the Joint HIE and liaison between the business and technical teams.
Requirements

You have
- BS Degree is required
- Minimum of three years' experience in project management and business systems analysis
- Background in operational project management and business systems analysis
- Skilled in MS Project, MS PowerPoint, MS Excel, SharePoint, reporting and analytics tools, and have the ability to communicate effectively with executive leadership.
- Excellent verbal and written communication skills
Your experience includes
- Experience developing and managing requirements for healthcare software products a plus
- Experience interfacing directly with clients
- Attention to detail
- You value teamwork, demonstrate integrity and honesty, are passionate, innovative and strive for excellence
It would be great if you have these as well:
- Direct experience working with Veterans Health Affairs customers / healthcare providers
- Direct experience with health information exchange technologies, specifically Cerner
