Background
- The client is looking for a contracted communications staff person to support internal and external communications as part of the Operating Model Transformation (OMT) work the department started in July 2021.
- Clear, effective communication is critical to maximizing stakeholder awareness, support, and partnership. Client is embarking on OMT as it transitions into the new normal for continuing operations. The goal is to create an opportunity for employee engagement to become stronger and more resilient as a Department. COVID-19 has highlighted long-standing challenges, facing all states, in meeting their constituents' social needs: education, employment, housing, community-centric healthcare, poly-substance use, mental health, and isolation. Client is working to build on the lessons learned during its almost two-year response to the pandemic.
- The COVID -19 response effort has highlighted the way in which client can deliver greater impact across Rhode Island communities. As client shifts to the recovery phase of the pandemic, it is important to continue collaborations across State agencies and with community partners. This OMT effort aims to identify ways to sustain both of those commitments in everything that client does. To achieve this, client needs to support and retain its resilient staff, its State agency partners, and purposefully engage communities. Similar to its response efforts, OMT requires strategic communication that is focused on every stakeholder and the latitude to engage with each stakeholder in a manner that resonates and can support client's drive to change.
- Assess internal and external stakeholder information needs based on OMT project activities and anticipated future state changes.
- Generate awareness/understanding and inform internal and external stakeholders on key concepts and objectives related to OMT.
- Develop targeted communications strategies for key stakeholders to develop the support, engagement, and action needed to make the future state operating model a reality.
Based on information needs and strategic goals, consistent, high-level messages should reach all stakeholders, with particular focus on key audiences, including:
- Rhode Island State agencies
- External partners and key influencers (e.g., commerce)
provide:
- Ongoing assessment of stakeholder information needs that are aligned with the impacts of the necessary and required change.
- Recommended tactics for communications and engagement that are informed by the stakeholder assessment.
- Creative engagement and key message delivery using various tools, techniques, and channels.
- Talking points for leadership.
- Presentations tailored to specific internal and external target audiences.
- Communications strategic planning, input, and feedback from client leadership and OMT Project Team; and
- Participation in approximately 50 external stakeholder meetings, and assisting the communications firm with documenting meeting notes, and synthesizing information into themes/actions/next steps. Deliverables (in partnership with contracted communications firm)
- Communication Strategy: Describe the end user groups who will be impacted by the project and when, how, and how often client will communicate to each group.
- Communication Plan: Create a detailed plan that defines primary and secondary communication messages, objectives, vehicles, timing, audience, messenger, and messenger preparation.
- Communication Plan Execution: Develop and deploy products identified in the communication plan. This can be accomplished using a variety of vehicles, such as: email, newsletter, conference calls, meetings, custom webpages, knowledge management portals or web conferencing.
- Meeting Support Materials: Craft and produce collateral for internal updates (Executive Leadership Team, All-Staff meetings, Health Policy & Leadership meetings) and external meetings.
- Status Reports: Provide weekly status reports to client ELT and OMT Project Team
- OMT Walk Around Deck: Develop materials for the OMT Change Network to use when communicating.
- FAQs: Build upon the approved answers to key questions from staff.
- Change Advocate Strategy: Identify and cultivate a group of RIDOH staff that will act as project advocates and serve as liaisons between the Project Team and the end users. These individuals will also assist in the end user's transition from the current state to the future state.
- Case for Change: Create a one-page position paper in support of OMT.
- SharePoint (client Intranet page): Build upon the existing OMT page to provide a self-service resource for materials and information.
- OMT Branding Guidelines: Develop brand standards to create consistent, professional materials.
- External Stakeholder Feedback: Provide meeting notes, themes, and recommended actions/next steps
- Work collaboratively with a multi-agency State team, identified community partners, and a contracted communications firm, as directed and/or informed by discussions with the State.
- Ensure that all assets produced in conjunction with this campaign are culturally and linguistically appropriate for external and/or public communications.
- Have experience in public health and working with State departments. (preferred, not required)
- Respond flexibly and quickly to shifting priorities and emergent needs as the OMT work progresses.
