Job description

Qualifications:

  • Bachelor s degree in a technical, business, or healthcare field or experience in lieu of degree
  • 5 years of experience with:
    • IT projects as a business analyst or related duties
    • Eliciting, mining, and documenting business rules and processes
  • 3 years of Medicaid or healthcare experience
  • Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents
  • Superb written and oral communications skills, including the ability to write requirements and use cases
  • Strong proficiency in English
  • Knowledge of formal business process documentation
  • Understanding of business modeling techniques, including the use of graphical process flow software
  • Ability to effectively communicate to executive management, line management, project management, and team members
Responsibilities:
  • Serves as a liaison between the business program community and the IT organization in order to provide technical solutions to meet user needs
  • Analyzes business partner's operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions
  • Assists in the business process redesign and documentation as needed for new technology
  • Translates high-level business requirements into functional specifications for the IT organization and manages changes to such specifications
  • Educates the IT organization on the direction of the business
  • Negotiates agreements and commitments by facilitating communication between business units and IT from initial requirements to final implementation
  • Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise's competitive edge
  • Executes requirements, including elicitation, analysis, specification, and validation
  • Documents and analyzes business processes and recommends improvements
  • Documents and analyzes data requirements and relationships
  • Participates in the requirements management processes, including change control, version control, tracking and status reporting, and traceability
  • Provides requirements interpretation and guidance to technical and test teams
  • Proactively identifies risks, issues, and action items leading to possible solutions
  • Interacts with internal and external organizations
  • May make recommendations for buy versus build decision
  • Researches business rules, requirements, and models
  • Maintains business rules, requirements, and models in a repository
