The minimum requirements for the Human Resources Business Partner are as follows:

  • A Bachelor's degree and relevant human resources experience.
  • A Master's degree in Human Resources management may be substituted for the required experience.
  • An equivalent combination of education and experience may be considered with prior State Human Resources approval.

Job Summary:

Under limited supervision, this position serves on the HR Consulting team. Works in tandem with team members to plan and coordinate employee actions for the Department of Health and Human Services (Department). Ensures all Federal and State laws as well as the Division State Human Resources (DSHR) regulations are strictly applied for all positions.

  • Reviews hiring transaction documents for proper authorization and compliance with Federal, State and Department policies and procedures. Completes criminal background checks and driving record checks for candidates for hire. Sends approval requests to DSHR as needed. Approves and processes personnel transactions and consults with HR consulting team members and/or direct supervisor on complex issues. Prepares and makes verbal offers to selected candidates.
  • Reviews and processes personnel transaction documents to include separations, reclassifications, position description updates, and position relocations. Approves and processes personnel transactions and consults with HR consulting team members and/or direct supervisor on complex issues. Drafts and sends memos, letters and other correspondence to employees, supervisors and DSHR. Interprets and communicates internal policies and procedures and State Human Resources regulations related to human resource management.
  • Updates Human Resources policies in accordance with Federal and State Regulations. For existing policies, researches, revises and posts any changes needed to policies to ensure polices are in line with federal and state guidelines. For new policies, researches, develops and implements policies for the Department. Serves as the subject matter expert for HR policies and interprets and communicates policies to Department staff. Ensures new and revised HR policies are communicated properly to staff and policy acknowledgments are completed as necessary.
  • Assists in the administration and daily maintenance of the electronic Employee Performance Management (EPMS) system.
  • Maintains accurate transaction records, reporting, logs, and other relevant information and responds to audits and other requests for information in a timely manner. Conducts special studies and projects relevant to current Department activities. Coaches and mentors Operations team members to build depth of knowledge and skills. Other duties as required.

Pay: $41,777.00 - $77,298.00 per year
