Reporting to the Vice President of Associate Relations and HR Compliance, the HR Manager is a HR Generalist in nature and is responsible to provide Associate Relations and HR Compliance support and strategic guidance to TBC Corporation. The HR Manager will assess the human resources needs in areas such as Performance Management, Associate Relations, Labor Relations, Talent Development, Talent Acquisition and HR Compliance and drive the appropriate solutions in these areas. The HR Manager will effectively play an integral part of the Operations team by developing effective working relationships, influencing, and guiding Management in support their operational and Human Resources objectives. This position is responsible for managing HR policies, programs and practices at the Regional level with multi-site, multi-state locations.
Job Responsibilities
• Lead and execute all Associate Relations and HR Compliance initiatives within assigned Region/ Division
• Interprets Collective Bargaining Agreement, manages grievance process, interacts with Union representatives
• Thoroughly and expeditiously investigate all associate concerns in a fair, unbiased and consistent manner
• Conduct investigations of associate complaints for elevated issues, including the Problem Resolution Process and Hotline submissions.
• Work proactively to: Investigate highly sensitive HR and Employee Relations issues, including: Conducting complainant, witness and subject interviews; Analyzing data from various internal systems; Proposing remedial action based on investigation findings; Production of completed investigation documentation
• Independently manage assigned casework, bringing investigations to closure rapidly and definitively
• Analyze aggregate casework data to identify issue trends and opportunities for proactive issue mitigation
• Analyze casework trends and produce strategic recommendations to the business to proactively address systemic issues
• Consult and collaborate with business partners, Corporate ER teams, Legal teams, on complex employee investigations
• Partners with Legal team to respond legal claims such as to EEOC, DOL and other legal claims
• Work re-actively on critical employee relations issues that are crisis-oriented and typically can only be successfully completed with limited time. I.e. Covid-19 Response Team,
• Ensure compliance with Federal and/or State labor and employment regulation changes.
• Coach and Counsel employees regarding employee relations issues, such as harassment allegations, work complaints or other employee concerns
• Partner in analysis and revision of people programs, policies, and practices to sustain a positive work environment

• Identify gaps in existing HR policies and contribute to the development of new HR policies and procedures, consult and deliver new/amended policies and procedures into the business area
• Educate, coach, and assist upper Management with problem solving issues related Performance, discipline, compliance items
• Educate and implement Employment / HR Compliance topics
• Implement, communicate and enforce Company policies and procedures
• Collaborate with the operational leaders and respective teams to execute the HR strategies and activities that foster growth, innovation, and organizational effectiveness.
• Act as an influential business advisory role with Management to identify strategic people issues, support them with advice and expertise to resolve these matters in order to drive business results
• Must be able to travel 30% in a large geographic area.

Job Requirements:
Qualifications
Education:
• Bachelor's Degree in Human Resources, Business Administration or related field
• Advanced degree is a plus
• PHR or SPHR or equivalent certification preferred
• Bi-lingual (Spanish ) is a plus
Experience:
• 5+ years of progressive, human resources, labor relations, investigative, or legal experience, and demonstrated passion for employee relations, labor relations, investigations, or labor/employment law with an emphasis on labor and employee relations work; preferably with multi-unit, multi-state experience at a HR Manager or greater level.
• Extensive knowledge of applicable state and federal employment laws, labor laws, governmental compliance requirements and immigration laws, such as: and Federal and State employment law including FMLA, EEOC, ADA, ADEA, Wage and Hour, HIPPA regulations
• Experience managing within a Collective Bargaining environment
• Demonstrated strong communication and interpersonal skills that allows working successfully on a broad spectrum of employee and labor relations issues and projects.
• Excellent working knowledge of HR principles, methods and procedures
• Culture/Change management experience preferred.
• Demonstrated strong influencing skills in dealing with all levels of management and effective at developing strong credibility and working relationships.
• Experience in conducting investigative fieldwork, or virtually, including complainant, witness, and target employee interviews, investigative data analysis, and production of investigative documentation
• Excellent written and verbal communication skills including report writing
• Superior employee relations and influencing skills and ability to diagnose problems, identify and drive appropriate solutions
• Must have ability to exercise independent judgment, handle highly confidential sensitive information, flexing to changing needs and situations.
• Strong business acumen and ability to understand business priorities and translate them into an HR agenda and goals that supports the business
• Ability to relate to, influence and coach/ counsel Associates at all levels in the organization
