Job Title: Environmental Scientist

Job Description:

This position will be responsible for assisting in the development of regulatory documents for property transfer on the Oak Ridge Reservation (ORR) under CERCLA 120(h) guidance. The DOE currently transfers excess property at ETTP for beneficial reuse and economic development. This position will oversee and support development of Covenant Deferral Requests, Clean Parcel Determinations, and Environmental Baseline Surveys, which requires broad knowledge and experience in regulatory planning, compliance, and the preparation of regulatory decision documents. This position requires a strong background in the development and implementation of CERCLA processes and decision documents (e.g., Sampling and Analysis Plans, Corrective Action Plans, Proposed Plans, Records of Decision, Remedial Design Work Plans, etc.). The position requires, or the ability to obtain, a DOE security clearance. This position will be based full time in Oak Ridge, TN. An understanding of Brownfield development, especially on an NPL site, would be beneficial.

Responsibilities:

  • Ensures successful completion of all CERCLA 120(h) transfer documents including timely, accurate, and high quality submittals
  • Development agreement documents between agencies that are transferring and receiving property
  • Coordination and integration with the Environmental Stewardship program
  • Provides oversight and direction to ensure compliance with applicable environmental regulations, DOE Orders, and other related requirements
  • Coordinates and facilitates meeting between DOE and federal and state regulators
  • Interfaces directly with DOE, federal and state regulators, and other DOE prime contractors as required
  • Coordinates, tracks, and participates in preparing FFA-compliant decision documents and regulatory reports

Qualifications:

This position requires a master's degree in environmental science, geology, engineering, or related degree and a minimum of 15 years directly relevant experience. GIS and/or CAD experience is a plus. Position requires a current, or the ability to obtain, a DOE L or Q clearance.
