Overview:

The Project Management Office (PMO) at the Oak Ridge National Laboratory (ORNL) invites candidates to apply for PMO Group Leader roles. These positions within the PMO will support facility construction and modernization projects and scientific instrument fabrication and construction, while also supervising a group of project controls and project support staff members.

Job Duties and Responsibilities:

  • Support directorate, division, or project level leadership by providing guidance and oversight to successfully plan and execute the organizations projects, especially those governed by DOE Order 413.3b.
  • Create and establish directorate, division, or project management policies, procedures, standards, and training which conforms to DOE, ORNL and industry best practices that will direct and guide the successful planning, execution, monitoring and controlling, and closeout of the projects.
  • Manage and oversee the project and portfolio WBS, schedule, cost estimates and actual costs, risk register & risk analyses, earned value reporting and baseline change control.
  • Communicate and report project and portfolio status and performance information to the directorate, division, or project stakeholders such as ORNL leadership, DOE, and collaborators. Will also support the organization in preparing and executing various internal and external performance reviews.
  • Leading a group of project management and project controls staff members, to include providing instruction, guidance, mentoring, oversight, and performance evaluations. Also includes the selection, hiring and development of new staff members.


Qualifications Required:

  • BS/BA in Business, Engineering, or related.
  • Past successful management, leadership, or oversight experience of project controls staff members.
  • At least 10 years of experience in successfully performing project management duties on technical engineering or scientific projects with a demonstrated track record of successful projects.
  • At least 10 years of project experience working with EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.
  • This position requires the ability to obtain and maintain a DOE "Q" security clearance which requires United States citizenship.


Qualifications Desired:

  • Project Management Professional (PMP) or equivalent project management certification.
  • MS in Project Management or similar field.
  • Extensive experience with conventional facilities construction and/or facility remodel and modernization projects.
  • Ten+ years of experience working with DOE projects within the Office of Science portfolio; or, fifteen years of experience working within any of the DOE or Department of Defense (DOD) portfolios.
  • Possess a solid understanding of best practices and ability to create resource loaded project schedules, incorporating monthly status, and creating and maintaining the project baseline
  • Experience managing/working with projects using the following software/systems: Oracle Primavera and Deltek Cobra or EVMS cost processors, and DOE PARS II reporting system.
  • Possess a thorough understanding of the applicable DOE Orders and best practices governing DOE Office of Science projects, to include DOE Order 413.3b and EIA 748.
  • Experience with projects using a 'DOE compliant' EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.
  • Experience with preparing for and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews.
  • Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.
