Summary

This position is for the Onboarding Shared Service Unit (SSU). This position requires knowledge of USA Staffing Onboarding option, appointing authorities, pay settings and coding in HR Smart. In addition, the incumbent must report to the facility once a pay period for in-processing of new employees. The selected candidates will need to reside within the commuting area of one of the following facilities: Amarillo, Dallas, or El Paso.

Join the VISN 17: VA Heart of Texas Health Care Network as a Human Resources Assistant for Recruitment & Placement (R&P) Onboarding Shared Services Unit (SSU). You will assist Human Resources Specialist with identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process. You will be responsible for any onboarding processing requirements during initial employment process. Respond to applicant inquiries regarding pre-employment procedures, and assist specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports. You will assist HR Specialists with the onboarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry-on-Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in onboarding (i.e. pre-appointment security checks). Other duties include:
  • Independently conduct orientation for new appointees as determined appropriate. Review completed documents for missing or conflicting applicant information, as required.
  • Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explain pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices.
  • Coordinate with security counterparts regarding applications for Identification Cards, when required. Coordinate and process required clearance documents for employees leaving the agency or federal service.
  • Review and prepare correspondence and provide a variety of information as appropriate. Use word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc.
  • Ensure accuracy and timeliness of information, spelling, grammar construction, punctuation and presence of necessary enclosures. Adhere to regulations or agency policy concerning access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy and VHA policy.
  • Perform timekeeping duties.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-5 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Performing pre-employment onboarding duties such as coordinating pre-employment physicals and credentialing, checking Sex Offender website and LEIE OIG databases, requesting Official Personnel Folders (OPF) from other agencies; requests Certificate of Investigation and SF-75 information from losing agency, familiar with USA Staffing to complete onboarding tasks, and familiar with HR Smart to review employee records, and familiar with eOPF to review documents. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education only in excess of the first 60 semester hours (i.e., beyond the second year) to be creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED)
