Job Description
The Critical Infrastructure Protection Instructor, under general supervision, will assist the Institute for Law Enforcement and Protective Services Excellence (ILEPSE) Cooperative Agreement Program in delivering and developing courses and exercises related courses for Infrastructure Protection, Physical Security, Threat and Risk Assessments, and Emergency Management. They will utilize their knowledge of adult learning theories and learning styles to maximize learner success and ensure overall effectiveness of the course instruction. The Critical Infrastructure Protection Instructor will perform online and/or classroom instruction, field-based skills training, and/or provide technical assistance in a specialty area. Will use a variety of media to present course material. This instructor may assist with course curriculum content, when necessary, to meet learner needs. This position is responsible for aiding in quality control of part-time instructors to include maintaining records, reports, and documentation of activities during each course or exercise delivery. This position reports to the Training Manager.
Required Qualifications:
- Associate's degree with five years of experience in related incident management operations, emergency response planning and/or emergency management in an educational setting (equivalency: will consider a High School Diploma/GED with 7 years of work experience related to incident management operations, emergency response planning and/or emergency management in an educational setting)
- One year of experience training adults
Other Requirements:
- Valid Driver's License
- Completion of IS 700, 800, ICS 100-200
Preferred Qualifications:
- Bachelor's Degree from accredited college or university
- Five years of experience in designing and/or providing adult training
- Seven years of experience in one, or more of the following: risk management, threat and risk assessment, incident response, incident command, prevention and deterrence, anti-terrorism, and/or counterterrorism, law enforcement, public health, public works, emergency management, fire service, hazardous materials, government admin/military, public safety
- DHS Instructor Certification
- Basic Instructor Certificate, or equivalent
Physical Requirements:
- Ability to support training delivery for up to 8-10 hours day (standing)
- Some lifting/carrying of classroom/presentation materials, up to 50lbs
- Travel via vehicle or plane regularly for extended periods of time
Knowledge, Skills, and Abilities:
- Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers and incident command operations in emergency response settings
- Excellent communication and presentation skills
- Strong interpersonal and organizational skills with others
- Ability to multitask and work cooperatively with others
- Ability to interact with senior leaders in higher education
- Knowledge of basic office software and instructional programs
- Knowledge of principles and methods for teaching and instructing individuals and groups
- Knowledge of media production, communication, and dissemination techniques and methods
- Ability to facilitate and instruct groups of various sizes

Notifications:

- This position requires up to 75% travel.
- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
Essential Duties, Tasks, and Percentages:
Training Delivery - 85%:
- Delivers course instruction and provides technical assistance for the Preparedness Program
- Ensures the course is effectively and efficiently presented in accordance with TEEX curriculum and customer contracts
- Develops customized lesson plans, outlines, training aids, manuals, and scenarios for practical application
- Conducts quality control of scenarios, exercises, and custom course developments
- Arrives before the course is scheduled to ensure the classrooms and training areas are prepared for the delivery and are set up in a safe manner
- Ensures all training is conducted in accordance with established safety guidelines
- Ensures all participants have achieved the terminal objectives of the course
Training Documentation - 10%:
- Collects forms at the start of class and ensures students sign the attendance roster
- Maintains appropriate student activity documentation
- Ensures course evaluations are collected and returned as instructed by program manager
- Completes all required course documents in a timely manner and participates in course debrief with instructional team, as applicable, to determine delivery areas of improvement
Fiscal Responsibility - 5%:
- Makes sound fiscal decisions in the planning and execution of course deliveries
- Submits pre and post travel paperwork in a timely and accurate manner
- Submits timesheets within the required time frame and complete all required TAMUS training within the requested due dates
- Completes periodic mandatory training as assigned
Other Duties:
- Interacts professionally and wears appropriate professional attire representing the Texas Engineering Extension Service (TEEX) in a positive manner
- As part of the TEEX's mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position's Division Director/ HQ Department Head
