Job Description:
SUMMARY OF FUNCTIONS
Guides and manages the overall provision of Human Resources services, policies, and programs for the entire company. Oversees the design, development and execution of human resource strategies, including, but not limited to: recruitment, training and development, talent management, performance management, employee relations, and culture development.

MAJOR DUTIES AND RESPONSIBILITIES
- Actively partners and coaches senior leaders on topics ranging from employee retention, employee relations, talent development, organizational design and performance management
- Coaches and supports managers in all HR related areas, including HR policies, employment law and practices, guidelines, systems, and processes
- Develops and participates in recruiting process and decision-making to ensure top talent is brought into the organization
- Establishes hiring pipeline by partnering with universities and organizations through community outreach
- Ensures staffing to meet demand
- Ensures staffing ratios of BCBAs are in line with recommended practice
- Addresses employee safety, medical and performance issues
- Builds, supervises, and maintains a positive onboarding experience for new employees
- Directs and supports the development and execution of programs and strategies that empower managers to plan, evaluate, develop and improve their human resources and the performance of their teams
- Manages the Performance Management process including training, communication and metrics. Oversees the rollout and use of tools for process, and ensures data integrity
- Conducts organization and talent assessments with leadership. Outlines development plans for top talent to use as retention tool
- Reviews, develops and proposes HR policy and program enhancements/changes to align with business strategies
- Guides HR reporting and analytics that will drive business decisions. Works collaboratively with HR team members to build HR metrics for regular reporting and provides analysis to business leaders
- Identifies employee training and development needs for the organization. Partners with the necessary resources to bring programs to employees that will address training and development needs
- Responsible for employee relations strategies ensuring consistent interpretation and implementation of policies and procedures
- Provides consultation to Directors and Managers on the legal requirements, documentation and initiation of discipline and discharge procedures
- Builds, implements and manages the following systems: Human Resources Information and Management (HRIS, HRMS), Applicant tracking (ATS), benefits management, onboarding and off boarding, payroll, and time and attendance systems
- Maintains/creates job descriptions, standard of procedures
- Compensation and benefits administration including overseeing general and open enrollment process, compliance and reporting
- Manages, trains and appraises performance of direct reports
- Provides effective leadership and oversight of assigned staff; leads by example and provides support, guidance and coaching
- Ensures compliance with all State and federal HR related laws and regulations
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
- Performs other duties as required
ORGANIZATIONAL RELATIONSHIPS
Reports directly to the President
SUPERVISORY RESPONSIBILITIES
This position manages all employees of the HR department and is responsible for the performance management and hiring of these positions.
WORK ENVIRONMENT
This job operates in a professional office environment. This role routinely uses standard office equipment.

POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time position.
TRAVEL
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
PREFERRED EDUCATION AND EXPERIENCE
- Bachelor's or Master's degree in Human Resource Management or related field
- Eight years of Human Resources experience OR any similar combination of education and experience
- Experience in medical/behavioral/mental health/therapy related organization
- Supervisory or management experience
ADDITIONAL ELIGIBILITY REQUIREMENTS
- One of the following certifications: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM
Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP) credential
- Understanding of laws and government regulations affecting personnel management
- Ability to provide effective guidance, counsel, and influence at all levels of the organization
- Analytical skills
- Project management skills with proven ability to design and implement processes and solutions that drive results
- Team player with the ability to facilitate team building, develop effective partnerships and collaborate with a variety of stakeholders at all levels
- Strong leadership and ability to influence decision makers
- Proficient in Microsoft Office
