Pathfinder Consultants is a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Washington, DC. Pathfinder is looking for a candidate to fill a Business Analyst position for a possible 5-year contract working on-site for the Defense Health Agency (DHA) providing finance, acquisition, and business support services. The job would be located in San Antonio, TX at one of the following locations such as Joint Base San Antonio (JBSA) Fort Sam Houston, TECH II Building Port San Antonio, Bank of America, and Lincoln Center. Job location to be determined upon contract award.

Pathfinder Consultants is a federal contractor. As such, we are subject to the Executive Order requiring all employees of federal contractors to be fully vaccinated for COVID-19 by December 8, 2021. Minimum Education and Experience Requirements:

• Business Analyst must have a minimum of 10 years professional experience, with a minimum of 2 years DoD experience
• BA/BS degree

Additional Required Knowledge and Skills:

In addition to the experience and educational requirements described, the Contract Specialist shall clearly possess the following knowledge and skills:

• Ability to pass a Background check
• Expert level knowledge of SharePoint
• Ability to appropriately interpret and communicate DoD guidance.
• Excellent oral and written communication skills
• Experience with Microsoft Word, Excel, PowerPoint, Access and Adobe PDF
• Ability to deliver high quality work under deadlines

Responsibilities and Duties:

• The candidate shall provide Risk Management and Internal Control (RMIC) and Performance Metrics subject matter expertise support sufficient to identify, understand, analyze, articulate, and ensure compliance with OMB Circular No. A-123, Management's Responsibility for Enterprise Risk Management and Internal Control, Government Accountability Office (GAO)'s Green Book and other relevant guidelines, policies, processes, and procedures in order to support DAD IO/J-6 Assessable Unit Managers and J-6 RMIC Program Coordinator.
• Supports business and infrastructure operations, cybersecurity, and internal PRMD execution.
• Budget and Financial support providing Obligations and Expenditures of Funds and POM and Audit support.
• Assists with negotiating and management of Interagency Agreements, Memoranda of understanding Service Level Agreements.
• Supports the DAD IO/J-6 Risk Management Internal Control (RMIC) and Performance Metrics.
• Other duties as assigned.
