JOB SUMMARY
We are currently seeking an experienced business development leader in contract research for supporting our research and development (R&D) efforts in national security, health, and infrastructure, specifically in support four current multiple-award IDIQs. The ideal candidate would have experience in federal defense and civil acquisitions related to Research, Development, Testing and Evaluation (RDT&E) funded programs. Should be able to demonstrate a track record of client engagement and pipeline development around science and technology programs. In addition, the candidate should have experience with informing on market entry targets by year, experience with federal budget process, call plan development, account planning, opportunity assessment and qualification, and alignment to internal investment for market development.
MAJOR RESPONSIBILITIES
- Development and maturity of addressable markets and a pipeline of opportunities to pursue R&D funded by defense as well as civilian agencies,
- Developing, maintaining, and growing an extensive network of relationships, with both existing and potential Battelle clients, throughout federal agencies focusing on science and technology programs based on multiple-award IDIQs.
- Client development, to grow current and future business, as well as cultivate relationships with partners - small and large business and academia, as appropriate.
- Shaping, identifying, capturing, and managing strategic opportunities that support strategies of Business Units across Battelle.
- Identify and structure opportunities where unmet client needs can be satisfied by internal research and development investments, thereby allowing Battelle to bring new capabilities or offerings to new clients and other organizations, both government and commercial.
- Providing market and competitor intelligence on market segments where the BUs are engaged, as well as insights on competition specific to individual IDIQ task order opportunities.
- Supporting and leading teams to establish overall value proposition to clearly differentiate Battelle from other potential providers of service. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, etc.) and the efforts of the proposal team; assist in formulating an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.
- Assisting the Business Unit staff in the efficient and effective use of Battelle's IDIQs across multiple client organizations to achieve growth and maintain margins.
- Building and maintaining a robust funnel of IDIQ task order leads and opportunities capable of meeting or exceeding established Business Unit sales goals.
- Approximately 15% travel required post pandemic.
THE FOLLOWING IS REQUIRED
- Bachelor's degree in business management, sciences, engineering or similar degree with 10 years' experience in federal defense or civil business development
- Existing network of clients and collaborators in science and technology work
- Minimum 5 years of IDIQ business development, focused on task order capture
- Proven track record winning opportunities in with Federal clients
- Proven track record support business development for an organization with ($200M+ annual sales)
- Must be US Person
THE FOLLOWING IS DESIRED
- Master's Degree or higher, preferably in technical discipline
- Direct experience in securing task order awards under IDIQs or other transaction agreements (OTAs)
- Experience identifying and capturing Science & Technology opportunities within the DoD, Health & Human Services, DHS, DoT, NASA, USAF, US Army, US Navy
- Experience selling research and development services preferred
- Experience with Microsoft Client Relationship Management (CRM) tool
