JOB ANNOUNCEMENT
MANAGER, HUMAN RESOURCES
The National Alcohol Beverage Control Association, located in Arlington, VA, was founded in 1938 and is the national trade association representing the jurisdictions that control the distribution and sale of beverage alcohol within their borders. The mission of the National Alcohol Beverage Control Association (NABCA) is to support member jurisdictions in their efforts to protect public health and safety and ensure responsible and efficient systems for beverage alcohol distribution and sales.
NABCA has an immediate vacancy for Manager, Human Resources. The Manager, Human Resources is responsible for managing group health and voluntary insurance plans, employee onboarding, several cloud-based SAAS HR systems and portals, etc. The Manager, Human Resources is also responsible for overseeing HR reporting, wellness activities, HR meetings, etc. The Manger, Human Resources assists with payroll processing and serves as the "go to" person for group benefits, time and attendance, wellness, etc. This position reports to the Vice-President, Human Resources and Administrative Systems.
Duties:
- Manages day-to-day group, administration of ancillary, COBRA, and other insurance benefits; processes group and voluntary enrollments, changes and cancellations for all insurance plans in a timely fashion; processes FSA, COBRA and other benefit enrollments; generates and distributes monthly enrollment reports and statements for all carriers and vendors; identifies and resolves premium billing issues; maintains spreadsheets to reconcile and/or track group and voluntary premiums on a monthly basis; works closely with brokers and carriers to identify and resolve enrollment and premium billing issues.
- Manages the process of planning and executing two open enrollment meetings each year (health insurance benefits/FSA); works proactively with brokers and vendors to ensure that renewal timelines are met; recommends and researches plan design changes; requests and reviews renewal proposals; prepares spreadsheet reports to analyze current and renewal premiums; reviews plan benefit summaries, group insurance policies, etc.; drafts power point presentations and other resource materials.
- Manages a variety of SAAS-based HR services and systems; researches and analyzes opportunities to upgrade, migrate or consolidate HR systems and services for implementation; implements changes to increase productivity, streamline processes, expand employee self-service options, etc.
- Manages cloud-based time and attendance system; sets up new employees, profile changes, new activities, generates reports, etc. in the time and attendance system; works proactively with the vendor to resolve issues in a timely manner.
- Manages other cloud-based HR systems including group health insurance, applicant tracking, testing systems, FSA, COBRA, etc. Researches and resolves technical issues with cloud-based systems; assesses the adequacy of cloud-based systems and makes recommendations for changes or improvements appropriate for NABCA.
- Provides substantive support to the Vice-President, Human Resources and Administrative Systems for a range of HR department functions; writes memos, reports, correspondence, etc.; alerts Vice-President, Human Resources and Administrative Systems to HR problems or issues in a timely fashion; thoroughly researches and resolves issues.
- Supports bi-weekly payroll processing; prepares bi-weekly spreadsheets to track all payroll deductions; serves as the back-up for VP for payroll processing; prepares accurate control reports before entry of adjustments into PayChex; prepares bi-weekly spreadsheets to reconcile benefit premium deductions and payroll registers.
- Curates the content of the NABCA benefit portal by selecting appropriate resources; administers the portal and works with vendors/consultants to ensure that all pages and links are current.
- Coordinates recruitment and onboarding activities; posts online employment ads, monitors online job boards, maintains applicant tracking reports, schedules interviews, assessments, etc.; conducts new employee orientation, onboarding sessions, etc.
- Assists the Vice-President, Human Resources and Administrative Systems in researching professional development seminars and classes; maintains schedule/calendar; plans and conducts wellness events throughout the year; works collaboratively with the Office Manager to ensure that all wellness and staff development materials and webinars are reviewed in a timely fashion prior to meetings and events.
- Maintains personnel files in compliance with applicable laws and NABCA's record retention policy; keeps employee records current; maintains HR forms, org charts, reports, etc.; ensures that final documents are submitted for review in a timely fashion; performs special projects as assigned.
Requirements
Qualifications:
- Bachelor's degree in business, human resources or related field and a minimum of 3-5 years of substantive, directly relevant, recent experience as a Senior HR Generalist or equivalent role required. 8-10 years of directly relevant HR experience may be substituted for the degree requirement. Recent non-profit or association HR experience strongly preferred. HR Certification helpful. Must be a "shirt sleeves" professional with experience performing full-cycle HR duties.
- Must have a minimum of 3-5 years of demonstrated group benefits administration experience that includes responsibility for renewal/open enrollment planning and execution. Recent experience with employee communications, compliance, enrollment, problem resolution, follow up, etc. is essential.
- A minimum of two years of recent payroll processing experience is required. Ability to quickly calculate bi-weekly payroll deductions for employees and verifying the accuracy of monthly premium billings with insurance carriers is required.
- Demonstrated experience administering cloud-based group insurance, FSA, COBRA, applicant tracking (Applicant Pro or similar platform), time and attendance systems (i.e., Replicon, Big Time, etc.), etc. is required. Web-based benefit portal administration experience is preferred.
- Strong computer skills, including advanced proficiency with Word, Excel, PowerPoint, and Adobe are required. Must have experience creating and modifying fillable forms in AdobePro and Word. Experience drafting memos, job descriptions, reports, org charts, presentations, etc. is essential. Must take great pride in producing polished, professional work products.
- Experience working collaboratively with brokers, carriers, etc., to streamline SAAS-based HR systems and services is required.
- Strong mathematical aptitude is essential and a logical problem-solving approach are essential. Accuracy, exceptional attention to detail and excellent proofreading skills are required.
- Must be able to recognize and correct errors in order to independently produce high quality work products. In-depth experience creating spreadsheet reports to analyze and reconcile payroll, group benefit, timekeeping, insurance premiums, etc. is essential.
- Must be articulate with excellent written and verbal communications skills. Fluency regarding HR compliance, principles, and practices is required. Recent experience researching and interpreting benefit plan document provisions is essential.
- Must have experience working independently, managing multiple projects, and meeting deadlines in a fast-paced environment without close supervision. Must be proactive and resourceful - a creative, logical, problem-solver with strong time management, exceptional organizational and planning skills.
- Excellent judgment, initiative, discretion, and the ability to maintain a high level of confidentiality due to the sensitive nature of the position are absolutely essential.
- Strong interpersonal skills, approachability, a positive attitude, professionalism, a strong work ethic, and the ability to learn quickly are essential.
