Recruiting Manager
The Recruitment Manager oversees the recruiting function supporting PAE's International Development & Capacity Building (ID&CB) business area. ID&CB provides a range of critical services for US and foreign governments with revenues of approximately $400M. This individual will oversee a team of Recruiters based in the US and partner with Recruiters in Dubai, UAE.
Essential job duties include:
- Oversees Recruiting team ensuring Recruiters are effectively vetting talent, communicating the job realistically, taking a consultative approach with hiring managers, and preparing candidates to move expeditiously through the process
- Responsible for tracking and reporting metrics on time-to-offer-accepted, time-to-fill, customer service levels, cost per hire, source yield ratios, source effectiveness, and recruiter performance
- Develops relationships with Business Area VPs and other leaders in Operations and establishes regular requisition review reporting cycles presenting relevant metrics, establishing priorities, and communicating recruiting strategies
- Conducts workforce planning, forecasts recruiting needs by taking into account turnover on existing work, expanded scope of existing work, and the business development pipeline
- Manages Recruiter performance and develops talent; Trains Recruiters and/or Coordinators on effective sourcing, closing, or other professional development topics
- Supports business development initiatives including proposal recruiting, researching new requirements, writing transition and staffing plans
- Adapts to changing business priorities with a focus on accountability, communication, and customer service
- Recruits for hard to fill roles and some high level overhead positions. Carries a req-load of two to five requisitions at any given time
- Develop, lead, and execute recruitment plan to ensure all recruitment activities are consistent with the company's mission, vision, and values and hiring goals
- Maintain compliance with employment laws and policies and procedures
- Make recommendations and implement employer brand
REQUIREMENTS:
- A Bachelor's degree in Human Resources Management, Business Administration, economics, finance, or a related field or equivalent experience is required
- Seven or more years of full cycle recruiting experience supporting government contracts; agency or search firm recruiting experience is a plus
- Three or more years of experience leading a recruiting team and developing Recruiters
- High level of self-awareness; able to manage up and down the organization as well as across
- Excellent business acumen and highly numerate, able to develop and communicate business cases for recruiting initiatives
- Customer focused and mission driven, takes a "cannot fail attitude" and motivates others around them
- Ethical, maintains a high level of competiveness but never compromises ethics in the way we recruit or do business
- Excellent time management and prioritization skills
- Excellent written and oral communication skills
- Effective leader and teammate, elevates others around themselves by teaching, communicating, and helping
- Self-starter, able to work with minimal supervision
- Outstanding analytical skills, creativity and problem-solving abilities
- Flexibility, able to adapt and thrive in a fast paced environment
- Ability to travel 5 - 15% (approx. 3 - 6 weeks total on an annual basis). Travel may include hazard duty locations in the Middle East and Africa
