SUMMARY
The Program Analyst will establish a variety of acquisition documentation such as program/project plans, program cost estimates, program baselines, Acquisition Decision Memorandums (PDMs), and maintain a program risk management plan. This position is located at Ft. Belvoir, VA.
RESPONSIBILITIES
- Assist in translating planning decisions for out-year resource requirements into detailed and time phased allocation requests during the Program Objectives Memorandum (POM) submissions.
- Provide assistance in the preparation of POM exhibits, initial, drafts, and final versions.
- Prepare, review, and verify appropriation and IT budget exhibits in support of the Army Budget Review, OSD Review, and the President's Budget submission to Congress.
- Coordinate with representatives from PEO EIS, Resource Sponsors, and the Army Office of Budget throughout the budget cycle to ensure any questions/concerns about programmatic information submitted are addressed.
- Assist in annual requirements generation, prioritization, and spend plan development process.
- Prepare and provide guidance and assistance to PMs/project leads in the development of reclaims and issue papers. Draft budget exhibits and prepare and coordinate IT 300 Reports, R-Forms, P-Forms, 20 and Operation (OP) exhibits.
- Draft spreadsheets, reports, and conduct analysis for short/long-range budget requirements.
- Prepare and provide recommendations to justify and defend budgets during all required annual and periodic budget submissions.
- Draft, review, and prepare back up information and recommendations for financial presentations.
- Develop and maintain program requirements and resource planning data.
- Update cost planning data in financial planning tools to include Army ERP for PMO requirements.
- Review and prepare draft POM documentation and provide analysis to support Business Management Division (BMD).
- Develop, prepare, and review future year financial program plans.
- Conduct financial analysis and financial risk analysis identifying and evaluating financial risks, and recommend management techniques to mitigate risk exposure.
- Draft and provide recommended responses to congressional inquiries, Army, DoD, and other government agency questions or requests for financial information.
- Facilitate financially related IPTs (e.g., special advisory boards, off-sites, working groups, and audit teams).
- Provide financial management advisory services to PEO EIS and its assigned programs, specifically in the areas of the DoD IT updates and DBS compliance.
- Facilitate and conduct staff planning and assessments in order to enable PEO EIS and its assigned programs to better plan, program, defend, justify, and align their staffing levels and structures.
- Provide analytical consultative services at HQ level required to administer programs portfolios throughout all phases of business requirements analysis, software design, system and performance testing, and implementation.
- Analyze and review budget, schedule, and other program resources.
- Identify resource shortfalls and make corrective recommendations.
QUALIFICATIONS
- Bachelor's Degree in related field desired.

- Active DoD Secret clearance required
