Duties
  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • Serves as the DLA Human Resources Services Information Systems Director to provide full-service HR information systems services.
  • Responsible for planning and directing the Agency's HR information and automation modernization efforts for large-scale operations in support of a wide geographic area throughout the U.S. and overseas.
  • Oversees maintenance, security controls, data administration, interfaces, user support, testing, and funding for the agency.
  • Responsible for all functions on the design, deployment, and administration of Federal, Department of Defense (DoD), J1 systems, and websites, and the serviced population.
  • Oversees the technical and administrative planning, direction, and supervision of the comprehensive HR information systems program.
  • Serves as Program Manager for HR metrics (including Time-to-Fill Metrics, Servicing Ratios, and Workforce Demographics) which help evaluate HR delivery services provided by J1 and DLA.
  • Directs, coordinates, and oversees the work of subordinate supervisors, leaders, team chiefs, group coordinators, committee chairs, or comparable personnel.

Qualifications

To qualify for a Supervisory Human Resources Specialist (Information Systems), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Evaluating the efficiency and effectiveness of the HR information system services processes and procedures and making recommendations for improvements.
  • Briefing management and HR professionals to convey the principles and practices for automated HR systems programs.
  • Leading a team of HR professionals providing HR services and support.
  • Directing, monitoring, and controlling operations and maintenance of automated HR systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
