The Military Family and Life Counseling (MFLC) program provides critical support services to all active-duty military service members and their families at all military installations CONUS and OCONUS to enhance and maintain military and family readiness. The program supports over 2500 personnel.
Job Description
The MFLC Instructional Designer will play an integral role in the Center for Counseling Excellence (CCE) Training by helping drive creation of learning experiences that solve performance issues. With a passion for learning and a deep understanding of how people learn, you will determine learning requirements and specifications and will generate options to discover the best solutions. You will collect, organize, synthesize, summarize, and edit information to ensure it focuses on the needs of the learners and meets the reporting requirements of the program. Using project management skills, you will support development of training infrastructure including creation of processes/procedures and reusable assets that ensure training is scalable and measurable.
Job Responsibilities
- Designs needs-assessments to identify the performance, skills, and knowledge gaps of targeted audiences.
- Coordinates across internal departments and external training vendors to develop curricula to fill gaps.
- Designs and develops compelling courseware and engaging activities that enhance the learning process.
- Designs instructional tools including manuals, guides, rubrics, and other training tools.
- Devises modes of learning assessment, such as tests or quizzes, to measure the effectiveness of training.
- Converts existing customer or other MFLC materials/content into storyboards, video scripts, simulations, role-plays, games, etc., as needed to create instructionally sound training.
- Works closely with subject matter experts (SMEs) to identify target audiences' training needs and with IT staff to ensure accuracy of technical content.
- Applies Quality Management and client compliance requirements for training products.
- Documents standard Training operating procedures, including workflows as requested.
- Organizes new projects and develops project plans, including cross-functional dependencies as requested.
- Makes recommendations on improvements to training procedures and end user experience.
- In conjunction with Training Manager, analyzes training metrics and proactively suggests improvements or remediation as needed.
Minimum Requirements
- BA degree in Instructional Design, Educational Technology, Multimedia or Graphic Design, Video Production, or related fields, with 8-12 years of experience
- Proficiency with instructional design systems and instructional theory.
- Highly competent in MS Excel, PowerPoint, Word, and Office 365 software.
- Demonstrated experience creating eLearning using platforms such as Camtasia, InDesign, or Adobe Creative Cloud (Photoshop, Audition, Premiere Pro, After Effects).
- Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical audiences and develop processes and workflows.
- Detailed and process oriented with an ability to multi-task.
- Experience with business process reengineering and mapping
- Experience of the administration of learning/content management systems (LMSs).
- Experience designing and developing learning experiences for adults and children.
- Ability to organize, prioritize, and manage work to simultaneous deadlines.
- Must be able to work independently and produce high quality work products.

Preferred Requirements
- Understanding of licensing and credentialing for adult and child counseling highly desired
- Understanding and/or experience of military culture and Military Family & Life Counseling Program
