Job Description:The Leidos Office of Technology (OOT) has openings for Operations Research/Systems Analysis (ORSA) and Modeling and Simulation (M&S) Subject Matter Experts (SMEs).
Position Summary: These ORSA and M&S SMEs will support the M&S Center of Excellence (CoE). These SMEs and the CoE will focus on ORSA and M&S capability, processes, tools, procedures, and analysis techniques in support of the Leidos enterprise. These SMEs and the CoE will facilitate, advise, and train the Leidos Line organizations and enterprise on the use of ORSA and M&S capability to:
•Define and characterize the military and intelligence utility and mission benefit of Leidos capability and technical discriminators, using metrics used and appreciated by Leidos military and intelligence community Customers,
•Support the demonstration of the differentiated value of Leidos capabilities and technology - by demonstrating how our solutions provide improved military and intelligence utility and mission benefit over that provided by other solutions, and
•Support Customer marketing and requirements shaping activities.
The SMEs will be capable of facilitating advising and training in all areas of Leidos business that use and derive benefit from ORSA and M&S capability, such as:
•Technical solutioning and system trade studies,
•Design and development,
•Digital Engineering, Model-Based System Engineering, and System Engineering
•Test and Evaluation, and Verification, Validation, and Accreditation,
•Operational effectiveness analysis at the engagement, mission, and campaign levels - and how this level of ORSA and M&S capability is built upon basic physics, systems, and sub-system M&S capability,
•Manufacturing and production,
•Mission planning,
•Training and trainer capability, and
•Logistics, maintenance, and sustainment
The SMEs and CoE will define and maintain a set of standard ORSA and M&S playbooks, templates, processes, tools, and procedures - to include lessons-learned and best practices with proper feedback mechanisms.
Basic Qualifications:
•Master's degree or Ph.D. in a relevant ORSA and M&S field, and be a recognized expert
•10-15 years of related ORSA and M&S experience, including:
•Experience at one of the military analysis centers: N81; USAF Studies, Analysis and Assessments; Army Center for Army Analysis, etc. - and their standard and "trusted" models,
•Experience and understanding of military utility and mission performance,
•Experience and understanding of military systems and platforms - to include our own capability and the impact of adversary/threat capability,
•Experience and sense for translating technical capability and technical discriminators to military utility and mission performance,
•Experience with ORSA and M&S tools, techniques, processes, and procedures,
•Experience with ORSA and M&S capability and activities at all levels of the standard Department of Defense M&S Pyramid: Physics and Phenomenology, Systems Engineering, Engagement, Mission, and Campaign M&S Levels
•Experience with ORSA and M&S hardware and software architectures and systems,
•Experience with development and application of advanced analytical methods to improve decision-making,
•Experience with statistical and stochastic analysis and modeling - to include analytic hierarchy process and complex decision making,
•Experience with quantitative and qualitative analysis through building and applying probability models, statistical inference, simulations, optimizations, and economic models,
•Experience with how with ORSA and M&S tools, techniques, processes, and procedures can be used in design and development of military systems, mission planning, manufacturing and production, training, and integrated logistics, maintenance, and sustainment of military systems
•Experience with best practices in the Defense and Intelligence industry
•Ability to work closely with Customers and Leidos teams to discern key customer requirements and "hot-buttons", and how to best demonstrate the military utility and operational benefit of Leidos solutions
•Strong oral and written communication skills, along with excellent public speaking skills
•Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy
•Ability to mentor, lead, train, and build teams, and to support a culture of collaboration and engineering discipline with speed, scale, agility, and security
•Ability to gain internal support, operate independently with limited supervision and feedback, and to establish a solid working relationship with senior management, technical staff, and other organization leadership across the Leidos enterprise
•TS/SCI Security Clearance
•Preference is for position to be based in Reston VA location, but other locations are negotiable
•25% travel required
