Overview:
International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a detail-oriented Manager to work with our Crisis, Conflict and Governance practice to work from our Vienna, VA home office. This full-time position starts immediately. IBTCI is seeking a skilled professional who has previous business development and project management experience in the field of international development
Responsibilities:
Essential Duties/Tasks and Responsibilities:
Business Development (80%)
Opportunity Identification, Tracking, and Partnerships
Lead, contribute or support opportunity identification, qualification, teaming research and strategy, and capture planning for USAID, Department of State, and other opportunities. This includes supporting a robust partner outreach strategy and executing same.
Lead or contribute to developing capture strategies, establishing partnerships, and shaping new business opportunities to match company capabilities and experience.
Lead or contribute to development an opportunity pipeline for CCG.
Update competitor analysis, including win history, leadership, relevant work experience, and performance for priority opportunities.
Proposal Management
Finalize teaming agreements with partner(s).
Prepare RFP compliance checks and calendar.
Perform on-line, documentary and in-person research and analysis, as appropriate.
Coordinate with partner(s) other departments as needed on proposal calendar, personnel/recruitment, win theme discussions, technical inputs, review team meetings, compliance, and cost to ensure high-quality, on-schedule proposal development.
Supervise business development associates and consultants as needed.
Ensure timeliness and compliance of technical and cost proposals per solicitation requirements.
Oversee completion of all proposal components working in collaboration with the proposal team.
Proposal Development
Contribute to the project management structure and strategy and identification of key personnel.
Draft or contribute to management, personnel, and/or tailored corporate capabilities and past performance proposal sections.
Project Management and Support (20%)
Manage contract implementation including research, logistical, budgetary, and operational aspects of selected CCG contracts.
Initiate development of consultant and sub-contractor contracts and purchase order agreements.
Manage consultant recruitments for short- and long-term contract personnel positions, including reviewing position descriptions and ensuring broad outreach to attract a broad and capable talent pool in coordination with operations teams.
Monitory relevant networks and help build pipeline of potential personnel in priority client areas.
Serve as the primary liaison with contract partners.
Support and supervise contract personnel on selected CCG contracts.
Contribute to contract reports, work plans, staffing plans, and other deliverables as necessary.
Review monthly contract invoices; monitor project budgets and realign when necessary.

Qualifications:
Minimum Requirements:
At least three (3) years of business development experience in international development/foreign assistance/ Global Operations.
At least five (5) years of relevant work experience with a Bachelor's degree.
Experience managing capture and proposal process and resources for contract bids.
Experience and familiarity with USAID Requests for Information (RFIs) and Requests for Proposal (RFPs).
Demonstrated ability to track opportunities, lead capture plans, and manage business development pipelines for the company and its technical practices.
Experience contributing to the development of institutional support proposals, including drafting of capabilities, personnel, and management sections.
Experience managing or coordinating USAID or other international development contracts.
Strong leadership and communications skills.
Demonstrated ability to work both independently and within a team and assess priorities.
Education:
Bachelor's Degree in marketing, international affairs, economics, business management, English, or related field.
Preferred Knowledge, Skills and Abilities:
Master's degree in international development or related field.
Previous supervisory experience.
Experience living or working overseas, especially in a developing country context.
Proficiency in at least one other language.
Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
