Job Description:

1. Oversees all human resource-related components for VaST, and acts as a point of contact for employees, supervisors and executives regarding HR matters.
2. Plans, organizes and oversees all human resources activities including: recruiting and hiring, benefits, performance management and discipline, compensation, employee relations, training, and policy formulation. Oversees and establishes establishing department goals, objectives and systems.
3. Ensures compliance with Federal, State and Government Contracting employment laws and legislation.
4. Develops, recommends and implements personnel policies and procedures, prepares and maintains the handbook, and communicates all policies and procedures to employees.
5. Assists hiring managers in recruitment efforts for all positions within the organization, as needed, to include: collecting EEO data, screening and interviewing candidates, conducting background checks and creating offer letters.
6. Oversees the initial orientation process for all new personnel in conjunction with the Benefits Manager and HR Assistant. Directs the training and development of personnel and their orientation to VaST's policies and procedures.
7. Assists in the administration of the company's Employee Stock Ownership Plan (ESOP).
8. Works with staff managers regarding decisions relating to: selection, promotion, transfer, compensation, discipline, and termination of personnel.
9. Maintains the company's Affirmative Action Plan and program; updating it annually and setting new compliance goals.
10. Provides staff and managers with training, development, coaching and counseling while building a team environment.

Required Skills:

1. Ability to effectively communicate both verbally and in writing to convey clear, well-articulated information to employees, managers and executives.
2. Ability to maintain confidentiality of employee and management information.
3. Demonstrated knowledge of a wide range of Federal, State, and Contracting employment laws and regulations, and the ability to apply them adeptly to VaST operations.
4. Intuitively able to reason, analyze information and events, and apply judgment in order to solve problems of both a routine and complex nature.
5. Ability to harmoniously work with off-site managers to accomplish organizational and HR goals.

Required Experience:

PHR or SPHR strongly desired. 10+ years of previous human resources experience desired, along with 5 years of supervisory experience required. Previous HR experience working for a government contractor is a must. Previous experience of Employee Stock Ownership Plans (ESOP) is strongly desired.

Education:

Bachelor's degree in human resources management or business required.
