Job description
The role of the CFO is to assist the Fire Chief to accomplish the financial goals set by the Board of Fire Commissioners. The CFO manages all aspects of financial operation and reporting functions of the Company (SCF) including accounting, auditing, treasury, financial planning, reporting, and budgeting. The position reports to the Fire Chief and is a member of the senior leadership team.
POSITION RESPONSIBILITIES
• Provide financial advice and counsel to the Board of Fire Commissioners, Fire Chief and management team.
• Organize, coordinate and manage the day-to-day operations and employees of the Finance Division including accounts payable, accounts receivable, payroll, general ledger, fixed assets, grants, auditing, budget performance, project accounting, cash management, and debt administration.
• Attend Board, community, and staff meetings and other functions where information about SCF financial affairs is discussed. Present information as required or requested.
• Responsible for the coordination, preparation and publication of accurate financial and budgetary information in a timely manner including: budget, interim financial reports, and comprehensive annual financial report. Continuously seek ways to improve these publications in both content and format to enhance understandability and usability.
• Develop, maintain and enforce SCF budget, financial and internal control policies and procedures consistent with professional and legal standards, requirements, and practices. Provide training and documentation regarding SCF policies and procedures, for Finance staff, and staff from other divisions. Work with management and staff from other divisions to develop procedures and systems that will assist meeting their financial information needs.
• Perform periodic internal audits to assure compliance with policies and procedures. Coordinate the State and other audits to assure accurate and consistent data gathering for the audit of Company financial operations.
QUALIFICATIONS SUMMARY
• A minimum of a Bachelor's Degree in Accounting, Finance or equivalent. Advanced degree preferred.
• CPA/CMA preferred.
• Familiarity with Washington State local government financial operations and municipal budgeting, accounting, and financial reporting rules and regulations is preferred.
• Experience managing long-term capital debt is required.
• Familiarity working with unions is preferred.
• Experience building financial models and/or other analytical tools to perform a variety of financial projections/estimates. CFO, cont.
• Experience managing an accounting and finance department in an organization with hundreds of employees and multiple layers of management.
• Experience presenting financial information to a Board of Directors or holding company/governing body equivalent.
• Equally strong in financial planning and analysis and regulatory financial reporting.
• Ability to communicate complex financial information to lay persons effectively both orally and in writing.
• Establish and maintain cooperative and effective working relationships with others.
• Ability to positively and effectively interact with diverse individuals to accomplish a common goal.
• Establish appropriate internal control procedures.
• Highly organized; able to prioritize work, manage multiple tasks and projects while functioning effectively as a team member.
