Directs and coordinates activities of personnel engaged in purchasing and distributing materials, equipment, and supplies in an organization.

Job Description

Primary Responsibilities

  • Plans, organizes, directs, and controls activities related to the procurement function.
  • Organizes, supervises, and directs the work of storeroom and central supply personnel engaged in receiving, issuing, and delivering supplies and equipment.
  • Prepares instructions regarding purchasing systems and procedures.
  • Analyzes market and delivery conditions to determine present and future material availability, and prepares market analysis reports.
  • Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
  • Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
  • Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
  • Prepares and issues purchase orders and change notices.
  • Reviews purchase order claims and contracts for conformance to company policy.
  • Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
  • Oversees all activities related to procurement of a commodity, from intent to purchase through delivery of commodity.
  • Assigns procurement requests to the appropriate personnel.
  • Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
  • Arranges for disposal of surplus materials.

Job Requirements

  • Bachelor's degree (B. A.) from four-year college or university and 1-2 years related experience and/or training; or equivalent combination of education and experience.
  • 2 or more years of Supervisory experience in manufacturing preferred
  • Must be 18 years or older due to work environment and labor laws
  • Must be able to pass preemployment background, drug/alcohol, and physical screenings
  • Must be able to understand various tags and labels used in the mill
  • Must be able to read and understand production schedule and production cards
  • Must be able to use bar code reader
  • Must be able to work independently, as a team, and be able to work with both internal and external customers
  • Ability to think strategically and problem solve
  • Excellent time management, project coordination and organizational skills
  • Strong analytical skills and ability to leverage data to make/gather support for business decisions
  • Must be able to apply concepts of basic algebra and geometry, as well as calculate figures and amounts such as: discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to think strategically and solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
  • Ability to carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Strong team building and team-participation skills
  • Ability to both teach and learn
  • Strong oral and written communication skills with an ability to communicate with all levels of the organization and work in a team environment
  • Must be proficient in MS Office Suite (Excel, Word, Outlook, etc.)

Physical Requirements

  • Sight - hand and eye coordination, depth perception needed to navigate through a manufacturing environment
  • Hearing - must be able to hear others and warning sounds of forklift and other heavy machinery
  • Speech - must be able to communicate effectively with others while working
  • Must be able to stand, bend, kneel, and lift for long periods - frequent to constant
  • Must be able to squat, stoop, twist, climb, crawl, reach, grasp, and fine manipulation, and work above shoulders occasional
  • Must be able to lift 25 to 50 pounds on an occasional basis
