POSITION: Property Title Specialist Sr. (Fee to Trust)

SALARY: $19.04-$22.62 per hour

REPORTS TO: Property Acquisition Manager

LOCATION: Nespelem, WA

Basic Functions: This is a three-year termed position, with opportunities to extend based on available funding. This is an advanced executive level position that provides support to the Colville Tribes Property Acquisition Manager, Natural Resource Director, and Colville Agency Superintendent. The incumbent provides expert services for processing applications for land into trust. Analyzes and executes applications for land into trust to ensure proposed uses are consistent with agency requirements and owner needs, and assists in resolving problems that may arise. Provides expert guidance to other agencies, BIA and Tribal staff and reviews complex or completed work using thorough knowledge of tribal and federal policies and procedures, applicable statues and laws. This position works to accomplish the timely and efficient processing of applications per applicable federal regulations, and the Bureau of Indian Affairs standard business rules. The incumbent provides accurate, timely, and consistent trust asset information, and is responsive to inquiries for reporting proposes. Provides expert guidance, collaborates and coordinates contract and conveyance transactions to ensure that the necessary clearances and procedures have been secured and completed (i.e., Land Description Review & Chain of Surveys worksheets/certificates, preliminary title opinions, appraisals, NEPA, TSR, Environmental Site Assessments, Certificate of Possession and Inspection, Resolutions, etc.). The incumbent will work primarily in a high-stress administrative role. The position will require background in the Trust Asset Accounting Management System (TAAMS) Fee to Trust Module. This position will work with an advanced level of confidentiality and work ethic in all business, financial, and personnel matters.

Minimum Qualifications

Education and Training:

  • Typically requires a BA Degree from an accredited college or university in Business Administration or Management, Organization Management/Development, Public Administration, Natural Resource, or a related field AND forty-eight (48) months progressively responsible Real Estate Fee to Trust work experience, OR
  • Typically requires an AA Degree from an accredited college or universe in Business Management, Accounting, Natural Resource or a related field AND sixty (60) months in comparable position with progressively responsible experience and duties that reflect the ability to perform the duties of this position, OR
  • Eighty-Four (84) months real estate services experience demonstrating management skills, fee to trust responsibilities that clearly demonstrate the ability to perform the duties of this position.
  • Must possess a valid State Driver's License and be eligible for the Tribes' Vehicle Insurance.
  • Must have demonstrated experience in maintaining multiple and complex schedules, drafting correspondence, preparing professional level presentation materials and position paperwork.
  • Must successfully clear a federal background check and maintain clearance throughout the duration of employment. Disclosure of pending or current charges required.
  • Must follow federal clearance/training requirements for utilization of applicable IT systems

Knowledge, Skills, and Abilities:
  • Requires knowledge of Laws, Regulation, Resolutions or Federal or Department policies for land conveyances.
  • Ability to research, organize, plan, and carry out, projects and activities, and development of policies/procedures.
  • Ability to read and interpret maps of definite locations, plats, surveys, aliquot parts, metes and bounds descriptions, etc; has a basic knowledge of Geographic Information systems, Indian Trust Land Boundary Descriptions and other electronic data systems.
  • Knowledge of Certified Federal Surveys (CfedS), Land Description Review (LDR) and Chain of Survey (COS), National Environmental Policy Act, and Preliminary Title Opinions.
  • Knowledge of computer systems applications. Trust Asset Accounting Management Systems (TAAMS), accesses, understands, and updates realty related systems; uses applicable IT resources (software); uses capabilities of software to perform job effectively; builds and performs queries.
  • Communication: Listens and responds appropriately to others (oral, written, or non-verbal input); demonstrates attention to and conveys information, ideas, facts, or messages appropriately and effectively; Communicates and works with beneficiaries and clients to assess their needs; provides accurate information and or assistance and addresses problems; know about and provides available services and options; is committed to providing quality service.
  • Ability to conduct fact-finding, research, and interview.
  • Ability to coordinate functions, administrative activities within Tribal processes.
  • Ability to read and interpret policies, regulations, legislation into work assignments.
  • Ability to plan, coordinate, and implement work assignments and work to promote a team work environment.
  • Must be willing to sign required certification of Confidentiality, Drug Free Workplace, Debarment/Suspension or Proposed Debarment.
  • Must be able to travel and work non-standard work hours as assigned or delegated.
  • Work experience with a federally recognized Tribes or BIA is preferred
  • Must have advanced knowledge of office machines and PC with associated software and programs to perform duties
  • Must have advanced communication skills (verbal & written), proficient in Standard English grammar, spelling and speech; advanced writing skills to communicate basic to highly technical information.
  • Must have advanced interpersonal skills to work with diverse groups or individuals including the ability to resolve conflict, work as a team member, cooperate with others in the performance of their duties, coordinate activities, greet and respond to the public, provide technical assistance and instructions, resolve complaints, protect confidential information, and be accountable for actions.
  • Must be familiar with Tribal Government operations and Reservation/Cultural Issues and values.
  • Must have better than average attendance record and demonstrate accountability in prior positions and excellent communication skills.

Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
