Job Summary
The Y is seeking qualified and dedicated individual for the position of Foster Home Licensor. You will execute the recruitment, licensing and orientation of foster parents. You will ensures all foster parents meet or exceed minimum licensing standards for foster care providers, and meet or exceed program standards of care, monitoring foster parents for ongoing compliance with licensing and program standards.
This position is at the Social Impact Center Y, the social services branch of YMCA of Greater Seattle (YGS). The mission of the Social Impact Center Y is to accelerate young people's ability to build safe, successful, and happy lives. Every year, we serve 5,000 children, youth, young adults, and families across King County with programs that aim to strengthen young people's ability to develop to their fullest potential through four strategies: reducing risk factors; navigating systems towards successful life transition; ensuring stability, safety and wellness in times of crisis; and building competencies and social capital. The Social Impact Center Y's programs include housing, behavioral health, foster care licensing, violence prevention, education, and employment. Many of the young people we serve have had involvement in the foster care, criminal justice system, and/or homelessness systems.

YGS will comply with all WA State mandates regarding COVID vaccinations. All YGS staff in Child Care roles will be required to be fully vaccinated for COVID by October 18, 2021. All YGS staff will be required to be fully vaccinated for COVID by November 1, 2021 regardless of work location. Religious and Medical Exemptions will be considered at time of hire.
Responsibilities:
Licenses potential foster homes and relicenses currently contracted foster homes, including completion of home studies and all written reports.
Provides technical support to both current and prospective foster parents in completing necessary licensing tasks.
Assess and screen foster parent applicants through in-person interviews and home visits.
Partners with the Home Study Writers in completing thorough assessments of applicants.
Monitors foster homes and ensures that state and federal licensing requirements are met. Ensures foster parent files have current documentation.
Addresses areas of concern with foster parents and staff using a solution-focused approach to ensure cohesive, effective teaming. Is flexible in communication style to meet the diverse needs of the foster parents.
Promptly responds to all DCYF, CPS, and DLR inquiries and investigations, ensuring proper investigative process, documentation and reporting.
Maintains knowledge of current licensing standards and consults with staff as needed. Completes annual health and safety outreach and review of each foster family.
Maintains knowledge of YMCA programs, policies, needs, and youth population served.
Participates in the YMCA Annual Campaign, raising money to help fund programs for youth and families in need.
Trained in and familiar with the recovery model to assist families focus on strengths, gain client voice, and partner with the youth in their home and their clinical teams.
Assists with hosting foster parent meetings, social events, and trainings.
May serve as the Y Social Impact Center representative for the WACF and Child Placing Agency Committee.
Supports the Foster Home Engagement & Recruitment Coordinator in recruiting foster parents through diverse advertising and community networking. Ensures prospective foster parents meet YMCA desire to provide inclusive, professional, collegial and effective programming.
Other duties as assigned.
Qualifications:
Bachelor's degree in social services or related field; or 4 years of relevant full-time experience serving children may be substituted for the Bachelor's degree with DLR administrative approval. Other applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.
Minimum of 21 years of age (WAC(phone number removed), DSHS/DLR requirement)
Knowledge of or willingness to learn relevant Washington Administrative Codes (WACs 388-148).
Ability to work in a team management approach.
Current state approved CPR, first aid certifications required within 30 days of hire.
Ability to visit current and prospective foster homes. (Proof of valid driver's license and adequate vehicle insurance required.)
PREFERRED POSITION ATTRIBUTES AND SKILLS
Two or more years' experience in foster care field preferred. Experience in recruitment and licensing preferred.
Two or more years' experience in marketing and/or community outreach preferred.
Prefer knowledge of and previous experience with, diverse populations (language, culture, race, physical ability, sexual orientation, etc.). Ability to speak any language in addition to English may be helpful.
