Country Doctor Community Health Centers (CDCHC), is a not for profit organization that operates two primary care clinics, After-Hours Clinic, a school-based health center, and a Dental clinic. Our Carolyn Downs Family Medical Center was founded by the Seattle Black Panther Party more than 50 years ago in Seattle's Central District Area, and our Country Doctor Community Clinic was established in 1971 by the residents of the Capitol Hill community to provide affordable and comprehensive primary health care services. Our founding principles of social justice live on today. We care for patients from around the region and the world, of all ages, gender identities, and abilities, including people with and without health insurance. We are hiring a passionate and mission-driven Human Resources Manager that will be based at the Country Doctor Community Clinic and/or Carolyn Downs Family Medical Center.

The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. This position must have a reputation for exercising a high level of tact, good judgment, discretion, and diplomacy and have cooperative working relationships with diverse groups of people. The HR Manager will provide strategic leadership for a broad spectrum of issues, help the Executive Director with long-term HR strategy, and manage the HR team.
RESPONSIBILITIES:
Supervisory Responsibilities:
- Recruits, interviews, hires, and trains new staff in the department.
- Provides constructive and timely performance evaluations.
- Coaches and develops team member in an engaging and thoughtful way to improve organizational capability.
DEI Responsibilities:
- Work collaboratively with DEI Manager to provide guidance to supervisory and human resources staff in developing objective performance and other employee evaluations and policies.
- Provide training and policy updates to colleagues, ensuring legal compliance of management and human resources staff.
- Implement and consistently apply bias-free interviewing and hiring practices.
- Design inclusive onboarding and performance management processes that address the needs of all employees.
- Incorporate inclusion and belonging questions into engagement and culture surveys.
HR Operational Responsibilities:
- Partner with the leadership team members to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Manage the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborate with departmental managers to understand skills and competencies required for openings.
- Train hiring managers and HR staff on how to select, manage, evaluate and retain diverse employees
- Design company policies that reinforce diversity in the workplace, address all types of harassment and protect minority groups.
- Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
- Create learning and development programs and initiatives that provide internal development opportunities for employees.
- Oversee employee coaching meetings, performance management, terminations, and investigations.
QUALIFICATIONS:
Education & Experience:
- Bachelor's degree in Human Resources, Business Administration, or related field required.
- A minimum of 5 years of human resource management experience preferred.
- SHRM-CP or SHRM-SCP highly desired.
- Experience working in a non-profit organization
- Coaching and training experience
- Understanding of payroll procedures
- Best practices for performance management

Salary: Salary is $95,000-$130,000/year based on experience, paid twice monthly; this is an exempt, full-time position
Benefits: We provide a robust suite of benefits to all employees working 20 hours a week or more. Benefits include the choice of three medical plans (2 PPO and 1 HMO), two dental plans, short-term and long-term disability insurance programs, as well as life insurance and accidental death and dismemberment coverage. Also, employees have access to flexible spending accounts, subsidizes up to 50 % of the cost of an ORCA pass, and a generous safe harbor 401K plan with a 3 % base employer contribution plus an additional 2% discretionary match, depending on the amount employee contributes. Health benefits are paid for 12 months.
