Job description
Position Responsibilities:
Hire, Train, Supervise and Develop Site Managers and Assistant Site Managers:
- Complete performance evaluations of employees, set performance goals, recognize accomplishments.
- Establish training & career development plans to enhance skills and knowledge to close gaps and provide opportunities for employees.
- Regularly hold team meetings to build connections and increase communication and collaboration among team.
- Respond, as needed, to after-hours emergencies, helping to contact resources and providing support and guidance to staff and Maintenance department.
- Visit Bellwether sites regularly to ensure accountability and quality control of team members
Day to Day Management:
- Create including annual operating budgets, managing expenses effectively to minimize negative budget variances.
- Analyze market conditions to drive rent revenue at each property and generate sufficient operating revenue, and to fund building replacement reserves.
- Develop and manage building marketing and leasing plans to maximize occupancy and ensure buildings are leased up quickly.
- Prepare quarterly financial performance and management reports to building investors, owners (including Bellwether Housing wholly owned buildings), and lenders highlighting significant budget variances and overall property performance.
- Monitor building operations for compliance with established Bellwether policies and procedures, fair housing laws, and landlord/tenant regulations.
- Understand basic ownership structure of each building and the related compliance issues surrounding HUD, local funding sources, tax credits and/or bond financing.
- Understand the process of resident "recertification" as required by tax credit, project-based Section 8, HUD project-based and other financing.
- Provide oversight and direction to 3rd party management companies who manage Bellwether owned buildings.
- Lead planning, coordination among departments and execution of new building lease ups to meet organizational goals.
Cross Departmental Collaboration:
- Collaborate with the Maintenance Department to ensure that units are ready for new resident move-ins, and that their condition meets Bellwether standards.
- Ensure the identification, completion, and tracking of preventive maintenance actions to keep buildings in excellent condition.
- Research, qualify, and contract with vendors and other service providers for maintenance projects or other building improvements beyond the scope of Bellwether Maintenance staff; manage contracted services to completion.
- Collaborate with Maintenance and Asset Management to identify, plan and implement capital projects, and propose projects annually at budget time based upon building CNAs, energy-efficiency audits, and building inspections.
- Establish a collaborative working relationship with Resident Services and Maintenance to foster a team approach to goal setting, monitoring and achievement of service to residents.
- Ensure the completion of annual certifications. Partner with the Compliance Manager to resolve issues and obtain annual re-certifications and funder reports completed accurately and by the due dates.
- Provide property management expertise to Real Estate Development team in due diligence in property acquisition and in the functional design of new construction and rehabilitation projects.
Resident Relations:
- Ensure that lease and house rules are applied fairly across the portfolio, and that all residents live in an environment free from discrimination.
- Ensure that all resident concerns and complaints are handled promptly and in accordance with Bellwether's grievance process.
- Ensure Site Managers partner with Resident Services on resident needs, and actively engage in community building activities in properties.
- Create an environment that inspires a high level of service for residents to increase access to opportunities and resources that support resident stability. Monitor resident satisfaction and retention, and adjustments, when needed.
- Champion an environment of diversity, equity and inclusion with residents. Implement an action plan to support this inclusive environment and promote resident satisfaction and engagement.
- Research and resolve property management issues, provide advice and counsel to resolve issues and disputes, utilizing legal counsel for more complex issues. Deliver exceptional customer service to residents.
Property Management department leadership:
- Contribute and participate on Property Management Leadership team to troubleshoot problems as they arise and suggest/initiate procedural changes as needed.
- Share responsibility for implementing quarterly Property Management Department Training Conferences (PMTC), sharing knowledge and helping train department staff.
- Represent Bellwether in a local association or stakeholder group, reporting back to the PM leaders on concerns and initiatives.

Minimum Requirements:
- Bachelor's degree; experience may be substituted for education
- Minimum of 4 years' experience as a multi-family Property, Portfolio or Regional Manager, responsible for a portfolio of affordable housing properties (minimum of 5 properties/ >500 units)
- Conversant in local, state and federal fair housing and landlord/tenant laws
- Excellent written and verbal communication skills; ability to communicate clearly and concisely, both verbally and in writing
- Highly organized with strong attention to detail, capable of taking personal initiative in a project as needed, making sure all work is completed and of high quality
- Ability to exercise discretion and confidentiality at all times
- Exceptional customer service aptitude and the ability to respond quickly and tactfully to customer requests
- Strong HUD Section 8 and Tax Credit knowledge and experience
- Strong budgeting and property accounting experience
- Experience investigating resident grievances and alleged civil rights violations
- Strong analytical and problem-solving skills
- Collaborative leadership style and effective team builder
- Proficient in Microsoft Office applications, specifically Excel, Word, and Outlook
- Experience with coaching, training, developing and managing team members at multiple sites
Desired Qualifications:
- Proficiency with property management systems such as Yardi
- A Washington State real estate broker's license
- CPM or equivalent certification
- C3P, COS, or equivalent certification
- Project management skills
- Familiarity with Sound Families, HOPWA, and service enriched housing programs
Other Position Requirements:
- A personal vehicle and the ability to consistently travel to multiple Bellwether sites is a requirement of this position. If using a personal or company-owned vehicle in the performance of job duties, the incumbent must possess and maintain a valid Washington State driver's license, the appropriate amount of automobile insurance, and a safe driving record.
- Candidates selected for this position must pass a criminal history background check prior to employment with Bellwether Housing.
Hours:
Monday-Friday with flexibility to respond to after-hours emergencies, 40 hours per week
Compensation:
$92,000 - $96,000 per year depending on experience

Bellwether Housing provides 24 days of PTO in the first year of employment for all employees working over 20 hours per week.
