Job description
Duke Realty, one of the largest commercial real estate companies in the United States with industrial properties in 19 major U.S. cities, has an exciting opportunity for a professional familiar with the site design, land use entitlement and site remediation, and development cost estimating process to join our development team in our Seattle, WA office. The site development professional will be part of a team responsible for assisting or having responsibility for the site related portions of the due diligence process for vacant ground acquisitions & dispositions, creation & management of master plans, pursuit of land use approvals & entitlements, and creation & management of the development infrastructure and building scopes of work. Additional areas of responsibilities will include, but not be limited to, the following:
* Site Feasibility/Layout - Review jurisdictional zoning, general plans, specific plans and design guidelines. Develop site plans that fall within guidelines and that balance functionality with maximum site coverage.
* Land Acquisition - Manage to the due diligence process, coordinating both internal and external resources. Prepare draft Due Diligence Report to identify and summarize issues and risks discovered during the process. Acquire and review, at a minimum, the following information: governing agency requirements; required municipal approvals; environmental conditions and situations; utility service availability and fees; geotechnical investigations; natural and cultural resource impacts; traffic impacts, roadway improvements, and Right-of-Way issues; mass grading and significant site issue evaluations. Incorporate this information to prepare master plan alternatives and develop infrastructure scopes of work.
* Entitlements - Manage the entitlement process for new land acquisitions. Responsibilities include:
* Negotiate entitlement process - type or need for SEPA, level and type of studies.
* Manage the application and SEPA process including consultants and land use attorney.
* Interface with city council, planning commissioners or other jurisdictional influencers to ensure project support.
* Prepare and present planning commission / city council presentations.
* Negotiate with environmental groups or other project opponents.
* Conduct community outreach/meetings where appropriate.
* Support the Design and Construction Pricing - Work with our preconstruction group and general contractors to ensure any relevant entitlement commitment are incorporated into the building design.
* Proposal (RFP) Responses - Work with the leasing and construction team to respond to tenant RFPs, ensuring he intended use is in line with entitlements.
* Building Acquisition / Disposition - Assist acquisition/disposition team, as necessary, with site related issues, including: Land Title Survey coordination and review; site development or zoning issues review (if any); environmental consultant coordination.
* infrastructure scope and budget. Coordinate changes to the infrastructure budget and/or the acreage with Accounting.
* Consultants - Prepare and submit RFPs to consultants, review proposals, negotiate and issue contract documents.
* Other/Overall -
* Be an office leader in staying on top of regulatory or municipal changes, trends and events that could affect our projects or pursuits.
* Maintain external relationships that are beneficial for cooperation and problem-solving during design and entitlement.
Requirements:
* Minimum of 7 years of relevant experience required. Experience in a commercial real estate environment strongly desired.
* Relevant work experience as entitlement manager, planning manager, real estate development manager, land use project manager, or permitting specialist
* Deep knowledge of Washington state environmental regulations, specifically a strong understanding of SEPA process.
* Ability to lead entitlement efforts for land use approvals pursuant to SEPA, including compliance with zoning regulations and ownership requirements.
* BS degree in civil or environmental engineering, landscape architecture, planning, urban planning, public policy, real estate, or related field.
* Experience with AutoCAD.
* Possess strong initiative and effective organizational skills.
* Attention to detail, and ability to multitask and prioritize workload.
* Ability to establish and maintain rapports and interact with various levels of professionals.
* Proficient working with MS Office Suite to include Word, Excel, and Outlook.
* Excellent written and verbal communication skills.
* Willing to travel to other markets as needed to assist with projects.
