Job Summary:

The Vice President of Human Resources provides executive level human resources leadership for United Way of King County. The successful candidate in this role serves as a member of the UWKC Senior Leadership Team (SLT) and advises the President/CEO and senior leaders on all aspects of human resources: employee issues, policies, procedures, and long/short-term talent management/human resource strategies to achieve human resource organizational goals and objectives.

This position works with the President/CEO to develop, administer, and maintain UWKC's compensation program; designs and administers wage and salary programs to provide cost effective plans by collecting and analyzing survey data; and rewrites job descriptions as necessary to support changes in policy, practice, and rates of pay for employees.

Essential Duties:

* Collaborates with the Senior Leadership Team to define the organization's long-term mission and goals and aligns human resources to achieve the mission and goals through strategic talent management.
* Establishes performance metrics to assess key human resources and talent management functions; annually assesses talent management against the performance indicators and adjusts as needed to assure organizational alignment and success.
* Conducts market surveys annually/as needed to assure market competitiveness for compensation, medical/dental insurance, industrial insurance, 403 (b) retirement benefit, working conditions, and related employee benefits. Interfaces and negotiates with various brokers, underwriters, carriers, and consultants to obtain cost effective medical, dental, and vision insurance and other benefits for all employees.
* Provides leadership and guidance to the Human Resources team in carrying out organizational initiatives and responding to and resolving employee issues and concerns.
* Leads and oversees the implementation of employee surveys to assess employee morale and to gain input on a variety of employee and organizational matters. Implements changes to personnel policies, procedures, and actions based on employee feedback.
* Oversees internal investigations of employee complaints and workplace issues. Assures a fair and complete resolution of issues consistent with organizational policies and applicable laws.
* Develops, oversees, and administers the Human Resources team budget in accordance with budget agreements and organization policies and procedures.
* Provides team and organization-wide leadership and support for achieving diversity, inclusion, and racial equity within the Human Resources team and throughout the organization.
* Interprets human resource labor laws and policies to address complicated personnel, labor, and employee benefits rules and regulations and applies them accordingly.
* Directs the employee performance evaluation program. Oversees the process by which employees and their supervisors engage in formal discussions to review overall employees' work performance, objectives, and career development objectives.
* Serves as the 403 (b) Retirement Plan Administrator and assures compliance with DOL and ERISA laws/requirements
* Leads human resource strategic planning and policy-setting to ensure they are aligned with the organization's strategic plan and goals.
* Provides counsel/advice and guidance to employees and supervision on legal and regulated matters to assure compliance with various regulatory agencies and guidelines (e.g. EEOC, IRS, OSHA, FLSA, DOL, ERISA, etc.).
* Conducts in-depth exit interviews with departing employees.

* Strong verbal and written communication skills and demonstrated ability to communicate effectively.
* Demonstrated thorough knowledge of the federal, state, and local laws governing EEOC, FMLA, FSLA, DOL regulations and related laws impacting human resource management issues.
* Proven expert knowledge of Human Resources and Talent Management practices and techniques including employee benefits (health and industrial insurance), compensation policies, practice, and principles, recruitment and selection, employee relations, and labor relations.
* Demonstrated thorough knowledge of 403 (b) or 401 (k) retirement plans and governing laws/rules.
* Proven significant experience in carrying out strategic planning and budgeting, and extensive knowledge of labor laws, contract negotiations, and talent management.
* Demonstrated thorough knowledge of human resource information systems (HRIS)
* Proven expert knowledge of changing employment and labor laws at the municipal, state, and federal levels that impact hiring, retention and resolution of employee issues and concerns.
* Proficient with Microsoft Office Suite or similar software.

Education and Experience:

Bachelor's degree, or equivalent, specializing in Business Administration, Human Resources Management, or related discipline. Master's degree and SHRM or HRCI certification preferred and a minimum of ten (10) years' Human Resources leadership experience, including five (5) years at senior level leading HR strategic planning, labor relations, talent assessment, compensation, and management, 403 (b), 401 (k) retirement plans, employee relations, and organization change and development initiatives.

Recruitment Range and Application Procedures:
