You will serve as the Head, Staffing Department (Code 50) for Office of Civilian Human Resources (OCHR) Silverdale Operations Center. The OCHR Operations Center Staffing Department provides consolidated civilian personnel services to multiple major commands with employees located worldwide and their human resources offices.

Duties
- You will be responsible, directly or through subordinate supervisors, for organizing, planning, and directing the operations of the department.
- You will assure uniform applications of all administrative and operational policies and procedures, and resolution of problems encountered in day-to-day operations.
- You will participate with top level management and key operating officials in the commands, human resources offices, and OCHR in local policy development and evaluation of proposed policy and operational changes.
- You will develop, carry out, and evaluate long-range plans and specific projects.
- You will work closely with the other department heads and program managers within the OCHR Operations Centers to coordinate interrelated activities and to resolve operational problems that cross functional lines.
- You will exercise personnel management responsibilities through two or more subordinate supervisors.
- You will set performance standards and appraise work of subordinate supervisors, assure equity of standards and appraisals prepared by subordinate supervisors, and serve as reviewing official for non-supervisory employees.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing local operating civilian personnel policies, identifying complex systemic issues in the field, and serving as technical authority in Staffing/Recruitment and Placement, Delegated Examining, and Personnel Processing; and at least one of the following: Classification and/or Workforce Shaping.

This position typically work a 40 hour work week.
This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
