Essential Areas of Responsibility
The role of the Director of HR is strategic and hands-on, responsible for the full cycle of human resources support for the organization. This role is will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the HR department, ensuring legal compliance and implementation of the organization's mission and talent strategy. Specific areas of responsibility for the HR Director include employment, compensation and benefits, training and development, labor relations, compliance, workplace safety, supervision, and leadership.
As a member of the Executive Team, the Director of HR reports to the Executive Director and shares the leadership responsibility to establish agency-wide objectives and directives and guide their implementation through programs and practices which reflect the agency's vision, strategic plan, and commitment to diversity, equity, inclusion and belonging (DEIB). The Director of HR is responsible for maintaining a "one agency" approach by partnering with senior leaders on strategic initiatives related to organizational design, change management, DEIB, employee training and development, total rewards, performance management, employee and labor relations.

Employment
* Execute the recruitment, selection and hiring process and policy in such a way as to ensure fair and equitable employment practices that are consistent with THA's policy, and state and federal laws and regulations; Partner to improve equity to promote justice, impartiality, and inclusiveness, in the procedures and processes within the agency.
Compensation and Benefits
* Develop a progressive compensation and benefits program to allow for recruitment of skilled staff, provide motivation and rewards for effective performance and to provide for the short and long-range health and welfare protection of the employees.
Diversity Equity Inclusion and Belonging
* Partner with senior leadership to implement and execute HR-related policies, programs and guidelines related to DEIB and employee engagement initiatives.
Training and Development
* Work with the executive team to create training programs that will help to continually improve organizational effectiveness and performance. Programs will include individual employee development and general business development programs.
* Develop and implement appropriate performance evaluation program(s) and train supervisors in their use.
Labor Relations
* Lead agency's negotiating team in the collective bargaining process. Advise the executive team and supervisors in labor relations issues including strategic development, and administration of the labor agreement. Serve on agency's Labor Management Committee and maintain effective labor/management relations. Train supervisors in contract administration and manage response to grievances.
HR Compliance
* Develop appropriate policies and programs for effective management of the people resources of the organization. Enhance and/or develop and implement human resources policies and procedures that will improve the overall operation and effectiveness of the organization.
Workplace Safety
* Manage the workers compensation program so that it complies with all Department of Labor and Industry requirements, promotes light duty and return-to work programs and reduces potential liability through individual claims management.
* Support safety programs for employees, ensuring compliance with OSHA and WISHA regulations.
Supervision and Leadership
* Direct, coordinate and review the work plans for assigned HR staff; assign work activities and projects; monitor workflow; review and evaluate work performance; methods and procedures and meet with staff to identify and resolve problems.
* Supervise and guide staff using management practices that develop and retain highly competent and high performing employees.
Typical Qualifications
Educational Level and Experience
* Bachelor's degree in human resources management or related field. Directly relevant experience will be considered in lieu of required degree.
* Eight to ten years of increasingly responsible human resources and labor relations experience which includes five years of management-level responsibility.
* Experience in designing and implementing policies and programs that address efforts to increase diversity, equity, and inclusion.
* Three years in supervisory experience required.
Certification
* Credentialed HR professional requirement: Senior Professional in Human Resources (SPHR)/Society for Human Resources Management-Certified Professional SHRM-CP or SHRM-SCP.

We will provide candidates selected for interviews with all the required instructions. Tacoma Housing Authority values workplace flexibility.Many of our staff are working remotely until early 2022. If hired for the position, you may start off working remotely. As we monitor the COVID-19 situation and the overall health of our community we will continue to offer a hybrid approach combining in-office work and remote work for our staff, when possible.
Full COVID-19 vaccination is required for this role. Proof of record will be requested during the onboarding process.
Notes:
* The annual salary range is $ 109,000 to $ 174,400 DOE.
