Description

POSITION SUMMARY: Provide leadership, strategic vision, and oversight in the planning, development, and administration of comprehensive Human Resources and compliance for the University. Contribute to the University's Strategic Plan by fostering collaboration and by developing policies, procedures, and practices common to higher education.
- Bachelor's degree required; Masters preferred.
- Minimum of four (4) years' experience required; prior experience working in education (local education agencies or higher education) preferred.
- Extensive knowledge of the principles and practices of human resources administration, regulations, and all legal aspects of Human Resources.
- Proficient in Microsoft Office, email, and web-based applications.
- Excellent written and verbal communication skills and interpersonal skills are essential.
- Excellent critical thinking and analytical skills required.
- Must demonstrate excellent management and leadership qualities and the ability to deal with a wide range of constituencies in a discreet, tactful, and collegial manner.
- May be required on occasion to work extended hours, evenings, or weekends. Attendance at University functions may be required.

ESSENTIAL FUNCTIONS:
- Primarily & independently responsible for Human Resource functions including, but not limited, to:
- Oversee day to day HR functions including compliance, compensation, benefits, recruiting, on-boarding, employee relations (non-union), and performance evaluations;
- Develop the University Human Resource policies and procedures; remain current with regulatory requirements;
- Assist in development and maintenance of faculty and staff handbooks;
- Maintain the University compensation system including adjustments to pay grades and ranges based upon comparative factors, pay adjustments for individuals, job evaluation process, recommend pay increase, etc.;
- Manage the selection, on-boarding, and exiting of all employees;
- Maintain, upgrade, and monitor compliance with the University Performance Management process;
- Maintain, upgrade, and promote the University benefits programs including health, dental, vision, STD, LTD, life insurance plans, and defined contribution plans; remain compliant with regulatory and fiduciary requirements;
- Develop and present an annual professional development program for administrators and staff;
- Maintain and upgrade the University HRIS including both electronic record/ data-keeping and benefits Open Enrollment;
- Ensure a fully functioning staffing and recruiting process with a minimal post to fill cycle times;
- Function as a key member in the University employee relations process;
- Assist with all employment-related legal activities;
- Competence to build and effectively manage interpersonal relationships at all levels of the University.
- Responsible to assist with the University Compliance Program including:
- Assist the Compliance Officer of the University;
- Assist in developing and maintaining the Compliance Program operating policies and procedures;
- Assist with investigations, audits, and the development of reports for the Board;
- Review infractions and findings with legal counsel.
- Work closely with the Title IX Director representing Human Resources.
- Work closely with the Safety Committee in support of the Director of Facilities.
- Responsible to support the President & CFO through special projects in Strategic Plan Development.
- Other relevant duties may be assigned by the President or designee.
