Job description

We are now recruiting a number of exciting new roles across our Asset Management Team to support design and delivery of our asset, building safety and sustainability programmes and ensure that we can deliver on our promise to our residents to deliver, safe, sustainable and quality homes for the future.We are seeking to recruit an Asset Manager to support the design and prioritisation of our asset investment programme; undertake internal stakeholder consultation and engage with residents to validate investment needs, across our building portfolios and places.The Asset Manager will be responsible for the management of a small team of data analysts and will report to the Asset Building Safety Information Manager.Experience of working in social housing would be beneficial but is not essential for this role.The roleIn this role you will scope, programme and client a programme of stock condition surveys and annual structural surveys, to ensure the Council retains real data, regarding the physical attributes and condition of the housing portfolio and use this to compile relevant work programmes spanning 5,10 and 30 year modelling.On an annual basis produce a capital investment report (two years prior to requirement), with the assistance of the asset surveyors, validate the system report, making changes to asset attribute information and life expectancy as required and assist the Head of Asset management in identifying opportunities for stock disposal, or transfer.You will lead on the programming and monitoring of relevant actions arising from the structural survey programme to ensure all risks are addressed in suitable timeframes, by delivery teams and maintain and update an asset structural risk register.In conjunction with the Sustainability Asset Manager and Asset Surveyors, develop and implement a programme of M&E asset surveys across the stock to inform investment decisions.You will ensure the asset database is updated to reflect capital work completions (monthly) and in conjunction with the Building Safety and Information manager, ensure building attribute information; H&S file; Regulation 38 information and O&M files are uploaded to the asset management systemYou will liaise with other team and departments to ensure the asset database system is updated to reflect stock acquisitions, disposals, transfers, new development completions and future retrofit works, ensure building attribute information; H&S file; Regulation 38 information; new technologies and O&M files are uploaded to the asset management system and ensure the NPV is updated on an annual basis.You will act as single point of contact for the asset database system. Manage, co-ordinate and arrange meetings with relevant parties including current data provider, internal stakeholders. Implement and monitor progress of actions and disseminate information to stakeholders and the Asset Team.Undertake resident engagement sessions to ascertain resident input, feedback and challenge into the proposed scope of works, at block/ estate level as agreed by the Head of Asset Strategy, prior to final scheme approval via the Capital Board.Salary: MM1 £38,946 to £49,818Full Time (36 hours) Permanent positionThe teamThe Asset Management Team is a growing team of data and property professionals who are passionate about optimising Enfield Councils circa 11,000 Housing assets by working together with other departments across the Council to enable robust decisions to be made about the stock ensuring we are making a difference to the lives of our residents and their communities.The Asset team are the hub for all housing data and decisions concerning the future of any housing asset will be made centrally via this core function.The requirementsApplicants will need to have a building surveying; asset management or property management related Level 6 NVQ qualification. Applications from those who hold a Level 4 NVQ qualification in a non-property related field, who can demonstrate significant experience in a similar role will also be considered.You will have or be working towards professional membership of RICS; RIBA; CIOB; IAM or other property related professional body.You will have experience of working within/or implementing management systems such as ISO 9001/ ISO 55001 and will have knowledge of the Regulatory framework associated with management of residential buildings and the delivery of Investment programmes.You will have excellent ICT skills and experience of working with various IT packages and asset management databases to analyse data and produce complex statistical information, for large property portfolios.You will have the ability to conduct detailed investigations, analyse and evaluate a broad range of data and identify potential changes to the service and works programmes and prepare reports such as but not limited to viability, options appraisal, etcSummaryIn the Asset management team every day is different and in this role as well as working with colleagues within the asset team, compliance, housing management you will also be working with colleagues in other departments across the Council.Why it's great to work for Enfield CouncilAn excellent pension through the Local Government Pension Scheme (LGPS).Up to 31 days annual leave depending on grade and length of service.
