Job description

The 3rd Party Infrastructure Group's main purpose is to lead Highways England's engagement with and response to significant external projects (for example High Speed 2, Airport Expansion, and other nationally significant rail or other infrastructure schemes), which will impact on the Strategic Road Network (SRN) to ensure all risks are managed and opportunities exploited.

The Planning Manager (3rd Party Infrastructure) will support the work on one or more of these projects, and support in ensuring Highways England's interests are properly considered during the planning stages of these schemes.

Externally, the role holder will contribute to promoting the Company's position and building the Company's reputation through visible and effective partnerships with promoters, DfT, transport and planning authorities and other affected key strategic stakeholders at a senior level.

The post holder will convene and provide direction to specialist expertise from across the company to assess the impacts on the SRN, and influence the design and propose mitigations where these are required. The role holder will also support the delivery of work to support the wider development of policies and guidance, to support Highway's England's engagement with 3rd Party projects.

Key Accountabilities

Support the Company's engagement with scheme promoters to identify and agree collaborative delivery solutions that meet the Company's Licence obligations, and which secure best value and mitigate any impacts on the Company's Key Performance Indicators
Aid in establishing and running suitable governance to oversee and take decisions on theCompany's position, escalating risks and issues through existing company governance and (if required) to the Executive committee and Chief Executive

Manage and develop resources across organisational functions, ensuring knowledge and competence is maintained to deliver business objectives
Plan and manage a programme of work to evaluate proposals and provide advice, guidance and any instruction required so that Company performance targets are achieved.
Commission and drive effective network impact assessment to inform decisive action and safeguard operational efficiency of the network during and after the construction of 3rd Party projects
Support in the delivery work to help the wider development of policies and guidance to support engagement with 3rd Party projects.

Person Specification

Business Knowledge and Experience

Experience within an infrastructure project environment, not only considering outcomes but having a strategic approach and understanding
Evidence of partnership working with a collaborative approach
Demonstrating effective communication skills
A civil engineering, transport planning or project management background
Knowledge of Hybrid Bill and Development Consent Order processes

Functional / Technical Skills

People management skills and experience
Strong analytical and decision making skills
Strong communicator/influencer
Knowledge of Investment Decision Making and Benefits Realisation
Ability to apply asset and programme management principles
