What we need:
A Senior Highways site technician to work with our client, a busy local authority based in the Southeast.

Why we need it:
To deliver the local network management/highway maintenance service (through inspection/raising of works orders /identifying work need and customer /stakeholder communication) to ensure statutory obligations are met in accordance with agreed policies, procedures and budgets.

What you will do:
Inspection:
Inspect, assess, and record the condition of the highway infrastructure to meet the County Council's statutory obligations to provide a defence against third party claims.
Identify highways maintenance needs and prioritise works orders taking into account customer needs and budgetary constraints.
Respond orally and in writing to enquiries from elected members, parish councils, the public, contractors and statutory bodies, etc in a courteous and positive manner to meet the County Council's aims and objectives, particularly with regard to the highways management and maintenance service.
Give evidence at court with respect to the defence of third party claims against the County Council. To prepare reports as required.
Design & Implementation:
To design maintenance and minor improvement schemes in accordance with established design parameters including drawings, specifications and contract documents to meet safety, serviceability and the need to maintain the highway asset.
Supervise and audit works on the highway network to ensure that specifications are met and payments can be made to meet contractual obligations.
To propose solutions, agree modifications and oversee design preparation of highway maintenance schemes.
To provide technical support throughout the design and construction process.
Programme Management: To plan and programme resources for the design and implementation of an annual programme of highway maintenance and minor improvement schemes and thereafter implement, monitor and control progress to achieve completion to recognised County Council standards, policies and procedures on time and to budget.
Financial Control: To prepare estimates and works orders for highway maintenance activities/schemes, monitor and review costs and agree final account for authorisation. · To raise other works orders as required for minor maintenance works items arising through routine maintenance activities.
Monitoring:
To manage and control the activities of others (e.g. utilities, contractors, etc) on the highway network, in accordance with policies, procedures and statutory obligations to ensure the safety and reliability of the highway network.
Corporate and statutory initiatives - equalities/health and safety/e[1]government/ sustainability: · Maintain an awareness of corporate and departmental policies and procedures, including those relating to equalities and health and safety, and apply them to the day to day requirements of the role.

What you will need to succeed:
GCSE (A to C level) or equivalent including English and Maths
BTEC Higher in Civil Eng or equivalent or alternatively ability to demonstrate suitable experience and the ability to perform effectively across the range of responsibilities
Desirable Qualifications ·
Membership of a relevant professional institution/institute
Essential Knowledge, Skills and Experience ·
Interest and appreciation of highway engineering and the management/maintenance of a large road network · Ability to provide customer care and good public relations · Ability to communicate orally and in writing · Computer literacy; ability to manage own workload to deadlines · Personal flexibility to work out of hours as required to respond to weather and other emergencies · Knowledge of highway regulation and maintenance strategy · Practical, technical skills relating to Civil Engineering procedures · Work as part of team to motivate and develop more junior staff · Ability to design and manage a programme of schemes to timescale and cost with minimal supervision Desirable Knowledge, Skills and Experience · Knowledge of the local area · Experience working in local government · Experience in dealing with customers and delivering high standards of customer care · To have a wide knowledge of the areas of work covered by the post and to be considered to be an expert in one or more of them
