Decommissioning Area Authority (Offshore)

Job description

Our client who is a major Oil and Gas client is recruiting for a dynamic individual to be an integral part of their Decommissioning Team.

The successful candidate will act as Area Authority for control of all work activities (including well ops), ensuring that de-commissioning work on the platform is completed in compliance with the Control of Work Procedure and any Safety and Environmental Management System.

This position reports to the Offshore Installation Manager.

In this role you could work across any of our offshore assets and will be working a 2 week on 2 week off rotation.

Key responsibilities include:
• Operate the permit to work system to maintain safe working environment at all times
• Control of decommissioning activities. Report to the decommissioning OIM.
Act as company focal point during nightshift work activities.
• Ensure that activities are conducted in a safe manner and in compliance with company policy, procedures and statutory HSE

Requirements.

• Demonstrate detailed knowledge of key SEMs documents and implement adequate procedures in line with situation.
• In an emergency, act in place of the OIM should he be incapacitated. This will require successful MOME training.
• Demonstrate a full understanding and awareness of the function and responsibilities in case of an emergency, as defined in the Emergency Procedure Manual(s) and individual platform Emergency Response Plans.
• Co-ordination of marine activity permits within the 500 metre safety zone
• Co-ordinate tasks with other decommissioning team members to reduce SIMOPS or manage risk where SIMOPS cannot be avoided
• Liaise with ODE, WSE and COMOPS OIM to conduct work schedules as per daily requirements.
• Ensure that all work requiring a permit is subject to a joint Area Authority (or delegate) and Performing Authority site visit in support of building the risk assessment.
• Ensure that the appropriate level of risk assessment (Level 1 or 2) is carried out for every task and that correct control measures are applied. This includes both work requiring a permit and tasks which do not,
• Support people training to be PAs ensuring they complete relevant training prior to appointment
• Maintain a register of all competent PAs. This will be kept up to date and available for review. Assess people's abilities to act as PA.
• Manage the Long-term Isolations Register and carry out audits as specified in Guidance in Practice for Safe Isolation and Reinstatement of Plant, ensure LTI's are closed out as decommissioning
works progress
• Ensure that all permits are returned to the permit desk at the end of a shift. (Completed permits retained for a minimum of 7 days.)
• Validate lessons learned and review completed isolation and permit audits. Ensure that actions raised in response to these audits are closed out in a timely manner.
• Assessing and recording all instances of unsafe work, and, where appropriate, reporting these to the OIM
• Carry out safety auditing and coach team members.
• Ensure gas tests are completed by competent Authorised Gas Tester prior to issuing permit where applicable.
• Actively participate in incident investigations and lead/assist teams in determining root cause and suitable preventative measures.
• Lead teams and carry out Level 2 task based risk assessments when required in accordance with the Control of Work process.
• Approval of isolation design, control of isolation implementation and ensuring that the isolation is in place prior to allowing an associated Permit to go live.

Also ensuring that the isolation is properly removed after completion of the Permit Environmental:

• Ensuring environmental hazards are identified and managed in task risk assessments and decommissioning project documentation.
• Operate and maintain effective controls of environmental aspects as per the EMS
• Ensure all bunkering activities are strictly controlled using relevant procedures
• Respond to unplanned events with environmental consequences
• Assure competence with respect to environmental responsibilities

Safety Critical Tasks:
Compliance (HSE) - Ensure compliance with all health, safety and environmental legislation and best practice for all aspects of production operations.
Control of Work - Leadership - The candidate will be questioned to provide explanations and demonstrate understanding of the element, using documentation supplied as evidence
Emergency Response (Team Leader) - This element covers the competence requirements for emergency response management offshore Incident and Accident Investigation - Incident and accident investigation - Be able to thoroughly investigate the more serious incident and accidents to ensure lessons are learned and manage our
reputation with the regulators
SNS Operating Procedures - The candidate will be questioned to provide explanations and
demonstrate understanding of the element, using documentation supplied as evidence.
Process Safety - The candidate will be questioned to provide explanations and demonstrate understanding of the element, using documentation supplied as evidence.
Safety Leader - Safety Leader (Maintain safety culture) - Provide safety leadership to the onshore or offshore teams by making the appropriate interventions to prevent unsafe situations or unacceptable risks being taken whilst ensuring work is carried out efficiently. Need to challenge
traditional thinking where appropriate

Qualifications / Experience:

• Qualified to a minimum of HNC, with an engineering background or a relevant trade.
• Strong foundation knowledge of process operations in the offshore gas production industry
• Strong work control experience essential, with 5+ years' experience in a similar offshore position
• Able to facilitate change where the tasks are complex, unclear or uncertain
• Team player and have a 'can do' attitude to work.
• Strong SIRP understanding is essential
