We are looking for an Civil Engineer at LUKE AFB in Glendale, AZ.



Summary:

Civil Engineer job responsibilities include managing projects from cradle to grave. Contractors may be assigned projects for planning and programming which will require the ability to evaluate new requirements and develop these requirements into robust projects. Included in the development of the projects, is scoring of the subsystems of the facilities and utilities according to established scoring criteria. Additionally, cost estimates will be required for the projects to Rough Order Magnitude (ROM) level of detail with estimates broken out to CSI divisions.



Job Responsibilities:

  • Conduct facility data analysis to identify requirements and develop future projects and maintenance plans. Analysis will use BUILDER data, TRIRIGA, PAVER SMS data, or generated EXCEL/ACCESS files. Project requirements, scope, and planning data produced will be sufficient for project execution.
  • Develop and maintain an infrastructure sustainment plan. The sustainment plan is a portfolio of recommended sustainment, repair, and/or replacement work for the next five years for specific infrastructure systems (i.e. water, sewer, electrical, HVAC, roofs, etc.).
  • Provide technical support input into the development of sustainment plans by conducting informal studies and economic analyses to determine the feasibility of proposed engineering solutions and designs.
  • Recommend projects for the sustainment plan based on aging conditions from BUILDER and PAVER SMS, building codes, National Fire Protection Agency (NFPA) Regulations and other technical criteria.
  • Recommend projects and technical support based off customer driven requirements, as directed by the R&O lead, or designated representative. The R&O lead, or designated representative, will identify to the contractor the specific systems that require a sustainment plan review. The review shall be conducted within 20 working days upon notification from the R&O lead, or designated representative.
  • Develop infrastructure sustainment projects based on the infrastructure management plans and assessments.
  • Develop projects into clear and concise statements of work for design or construction. In addition, detailed line item estimates shall be developed through RSMeans to be used as the government's cost estimate for requesting project funds and comparing to contractor proposals for negotiations.
  • Review and develop a detailed Preventative Maintenance Program for each engineering discipline, as directed by the R&O lead.
  • Utilize BUILDER and PAVER SMS data to prioritize preventative maintenance tasks. The Contractor will use Air Force Civil Engineer Center (AFCEC) Preventative Maintenance Task Lists (PMTL), or the industry standard equivalent, to develop a work task schedule.
  • Input all required data into the TRIRIGA database.
  • Consistent with applicable legal requirements, this PWS requires that contractor work with independence and autonomy to complete the tasks defined in the contract. Furthermore, the PWS requires that all official decision-making relating to the contractor's work will be reserved to Government employees and the contractor's efforts will serve to conduct preliminary document preparation, make recommendations after review of data and inform the Government's decision- making.
  • In performing the tasks described herein, the contractor shall not make final decisions with respect to determining agency policy, approving contractual documents, determining what supplies or services are to be acquired by the Government, or administering contracts.
  • Serve as a facilitator for a variety of meetings and ad hoc projects. This includes setting the agenda, managing to the agenda, controlling the meeting environment, tracking action items, distributing meeting minutes, and reporting to stakeholders to ensure everyone is up to speed on project status and next steps.
  • Support the successful planning and execution of meetings and working sessions that have stated goals and/or objectives and require actionable outcomes for the 56 CES/Engineering Flight.

Desired Skills:

  • Knowledge on the ASTM Uniformat II Classification for Building Elements.
  • The Contractor shall possess the skills and experience needed to collect the data used to assess the condition of building physical components (roofs, walls, and floors) and electromechanical systems (plumbing, HVAC, fire protection, and electrical).
  • The Contractor shall also possess skills needed to perform parking lot, road, and air field pavements conditions.
  • The Contractor shall possess skills to evaluate existing utility infrastructure such as gas, water, sewage, drainage and electrical systems.
  • Contractor personnel shall possess knowledge to access, open, and evaluate equipment for visual inspection.
  • The Contractor shall collect Inventory and Condition assessment information, and then input relevant data into the BUILDER™ and PAVER Sustainment Management System (SMS) software tool.
  • Using BUILDER™ and PAVER, the Contractor will perform FCA data collections, input inventory data, inspect equipment, and correct component and component-section information to ensure the data reflects what is inventoried and its current condition. In the event an SMS is not available for the given information a self-generated EXCEL or ACCESS file spread sheet will be generated by the Contractor to provide the required information. Self-generated files will follow the same format as BUILDER. This data will be instrumental in providing the Government with critical information needed to predict when to reuse, repurpose, or renovate structures instead of building new facilities.



. Requirements:
  • Bachelor's Degree.
  • Minimum 8 year experience with skillsets but not limited to the following: facilitation and meeting preparation, acquisition support, facilities, civil engineering, programming document preparation, project requirements definition, project scoping, facility/utility condition analysis, risk management, funding management & budget, project management, engineering and design support, field drawings, cost estimation.
