Job description
The Recruiting Supervisor collaborates with the entire HR team to offer a comprehensive scope of services to both job applicants and Alameda Alliance for Health (AAH) leadership for recruiting. This position has primary duties in the areas of onboarding new hire and temporary staff, HRIS support and administration, and administrative support to the department (including document management and reports turn over, etc.).
ESSENTIAL FUNCTIONS OF THE JOB:
Organization expects job performance to be consistent with its vision and mission. Day to day work is focused on these key performance areas. Percentages of time are estimates based upon observation in the position.
* Effectively manages the recruitment efforts for all assigned areas of AAH, including internal job postings, external advertisements, cost-effective advertising campaigns, processing of applications, background screening, pre-employment skills testing, interviews, and preparing necessary documentation. (10%)
* Administers online application system and ensures all areas of system are accurately set up for all open positions. (10%)
* Ensures minimum qualifications are met per position requirements, occasionally participates in the interview/selection process and makes recommendations on candidate suitability for open positions. (10%)
* Manages, oversees, and participates in the development of the human resources recruitment and staffing work plan; assigning work, activities, projects, and programs; monitoring workflow; reviewing and evaluating work products, methods, and procedures. (10%)
* Ensures all starting salaries are fair and equitable, within AAH guidelines, and approved by the Executive Director, Human Resources or applicable area Chief prior to extending an employment offer. (10%)
* Coordinate and support the onboarding process for new hires, temporary staff, and newly engaged consultants. Conduct and facilitate new hire orientation, prepare and provide onboarding forms, ensure appropriate paperwork and compliance requirements are met. Extend job offers, prepare offer letters, perform reference checks, coordinate bilingual skills assessments, process verifications of employment and/or other background checks as needed. (10%)
* Serve as knowledge expert on company HRIS in relationship to recruiting. Process requisitions and HR transactions through data entry, design and run routine and ad-hoc reports, configure changes in system to improve HR processes, advise and/or train others on system usage and capabilities. This included but not limited to training employees, supervisors, managers and directors on proper use of the systems for efficiency. (10%)
* Provide ongoing training to departments on recruiting process and procedures to ensure fair and equitable process throughout the Alliance. (5%)
* Provide administrative support to the Executive Director, including paper and electronic file management, invoice processing, and monitoring and maintaining HR Dashboard and other reports for the Alameda Alliance recruiting team (5%)
* Monitor and manage engagement of temporary staff and consultants. Monitor length of engagements and collaborate with Vendor Management, Accounting, IT and Facilities staff to ensure appropriate access (or not) to systems and building. Maintain files and/or relationships with outside agencies and ensure payment of accurate rates (5%)
* Serve as backup to Sr. HR Generalist with Benefits inquiries and enrollments (5%)
* Support and/or facilitate employee events and activities. Provide back up for HR designee to participate in Alameda Alliance committees. (Values in Actions, Diversity Committee and others as assigned). (5%)
* Supervise and evaluate performance professional recruiting staff members. Supervision includes maintaining attendance records. (5%)
* Other duties as assigned.
PHYSICAL REQUIREMENTS:
* Constant and close visual work at desk or on a computer.
* Constant sitting and working at desk.
* Frequent verbal and written communication with staff and other business associates by telephone, correspondence, or in person.
* Frequent lifting of folders, files, binders and other objects weighing between 0 and 30 lbs.
* Frequent walking and standing.
* Occasional driving of automobiles.

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
* Bachelor's Degree or equivalent professional experience.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
* Five years' experience as full cycle corporate recruiting required. Healthcare recruiting is a plus.
* Five to Seven years' experience as an HR Generalist.
SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE):
* Excellent verbal and written communication
* Excellent customer service and collaboration skills
* Excellent skills in developing and maintaining relationships and working with a diverse population
* Ability to analyze problems and recommend workable solutions
* Comprehensive and current knowledge of HR Compliance, in California
* HRIS experience (Ceridian preferred but not required)
* Experience with wage/hour laws and payroll/timecard processing
* Advanced skills with Microsoft Word, Excel, Outlook, and Powerpoint required (experience with MS Visio and MS Access a plus)
* Experience with filing and managing paper and electronic files
* HR Certification highly preferred (PHR, SPHR, CEBS, etc)
* Experience managing on-line performance management system and/or learning management system preferred
* Work experience in managed care and/or Medi-Cal organization preferred.
* Work experience with regulatory body and knowledge of internal and external audits with adherence to regulations.
* Working knowledge and experience with benefits enrollments and inquires.
* Familiarity with UKG HRIS a plus.
Salary Range: $67,570 - $101,360
