Job description

Reporting to the SVP, Human Resources, the Vice President, and Human Resources (VP) works closely with leaders across the enterprise to develop and deliver talent strategies that align with the Tribe's vision and expectations. The VP provides strategic human resources leadership and consultation, focused on creating and implementing innovative policies that are anticipatory rather than reactionary.
The VP is accountable for enterprise-related people matters using the highest degree of confidentiality, integrity, and timeliness to ensure appropriate solutions. The VP ensures the appropriate execution of innovative and comprehensive programs that support a dynamic workforce with recruitment, retention, and development strategies as top priorities.
The VP is a leadership enabler promoting an accountability mindset and a culture of cultivating others. The VP serves as an expert resource with regard to building scalable processes and designing best practice programs to ensure that Company is positioned as a best place to work.

Essential Duties & Responsibilities

1. Directs and oversees the successful implementation of strategic HR plans and budgets in accordance with a comprehensive multi-year HR vision and strategy that supports enterprise priorities and the Tribe's vision, mission and values.

2. Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the attraction, motivation, development and retention of the people resources of the enterprise.

3. Drives the expectation that HR policies, workflows, standard operating procedures, and the like are thoroughly documented, appropriately reviewed and approved, and socialized in a timely manner.

4. Provides leadership, guidance, and development to department leadership teams. Oversees the management of workforce planning and talent management matters while encouraging proactive attempts to resolve issues that meet the Tribe's policies and requirements of fairness and equity and in accordance with best and standard business practices.

5. Provides oversight of collective bargaining agreement negotiations, as needed. Ensures appropriate training and communication to leadership on labor relations/contracts is provided.

6. Oversees multiple verticals as assigned, which may include casino operations, Tribal Government operations, Tribal Government shared services, and select back of house HR teams.

7. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

Education/Experience/Qualifications

  • Bachelor's degree in Business Administration, Accounting, Finance, Human Resources or related field is required.
  • Masters' degree in a related field is preferred.
  • Minimum of twelve (12) years of experience Human Resources and/or leadership experience.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Incumbents responsible for supporting casino operations must have five (5) years' experience working in the gaming industry.
  • Experience working in Tribal Government operations is preferred.
  • Must have knowledge of Federal and State employment laws and their applicability to Tribal sovereign nations.
  • Must possess a demonstrated track record of accomplishment in organizational improvement and leadership experience across multiple HR disciplines.
  • Must be culturally competent and effective in a multi-cultural environment.
  • Must have strong leadership and people management skills with the ability to communicate change effectively, overcome resistance, and build commitment is required.
  • Demonstrated experience developing department goals and action plans in accordance with overall company goals.
  • Must be able to effectively present information and respond to questions and/or concerns from leadership, staff, customers, public groups, regulatory agencies, and/or the Business Committee.
  • Must be compassionate and have a passion for people.
  • Must have a proven record of accomplishment of driving toward operational results.
  • Must be a leader that sees the strategic impact of well-managed talent management programs.
  • Demonstrated success providing timely, superior quality Human Resources support services, across all functional HR disciplines, supporting at least 5,000+ employees (single or multi-site).
  • Proficient computer skills are required, including knowledge of Microsoft Office Suite.

Certificates/Licenses/Registrations

  • At the discretion of the Company Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
  • Certification as a Senior Professional in Human Resources (SPHR) is highly desirable.
