Northrop Grumman is seeking a Manager Proposal and Cost Estimating 1 located in our Northridge, CA. Location.

Job Responsibilities:

Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

In this role, the selected candidate will be responsible for, but not limited to:

Review Requests for Proposals (RFP) and proposal documents and manage the development of cost proposal which meet company pricing approach, satisfaction of customer requirements, and adherence to company policy and federal law.
Work with program management, engineering, contracts, finance and other departments, as applicable to establish and review contract assumptions, terms and conditions, evaluation of risks and opportunities, cash flow, return on investment, and pre-proposal establishment of rough order magnitude pricing budgets.
Execute high quality, timely and compliant proposals in support of the financial objectives.
Determine the overall organization, schedule, and writing guidelines for all proposals and in support of new business pursuits.
Manage the Price and Estimating team.
Develop and lead teams as well as leadership reviews of final proposal presentations .
Support DCMA/DCAA offices and Government Compliance regarding proposal audits.
Regular communications with the Business Unit and Division leadership on status/issues.
Conduct internal pricing activities to discuss cost, schedule, and technical performance.
Support routine status briefings for internal key stakeholders.
Maintain a robust, proactive risk/opportunity management process.
Lead internal and external fact finding activities and audits.
Drive continuous improvement projects within the department.

The selected candidate must be able to make sound decisions in a timely manner, display strong interpersonal skills, possess solid written and verbal communication skills, and have an agile perspective.

Qualifications

Basic Qualifications:

Bachelor's Degree in Finance, Business or STEM or related discipline and 8 years of relevant experience or Master's Degree with 6 years of relevant experience.
Proficiency in pricing and estimating methodologies, quality and compliance requirements relating to cost volumes and Estimating System requirements including overhead rate application.
Experience developing proposals of various contract types with significant supplier (subcontractor and procurement) content
Ability to effectively and clearly present proposals and financial impacts to all levels of organization utilizing numerous software applications and communication systems.
Strong analytical ability with excellent detail orientation.
Proficiency in BOE writing and development, and Proposal Development (Material Estimating, Cost Volume Integration, Certification, Cost Development Tools).
Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.
Proficiency in MS Office Suite, including Microsoft Word, Excel, PowerPoint and Outlook.
Ability to obtain US DOD clearance.

Preferred Qualifications:

Proficiency in Pro-Pricer.
Current Secret or higher clearance.

Salary Range: 96000 - 145300

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
