The Permanente Federation LLC (the Federation) is the national leadership and consulting organization for the eight Permanente Medical Groups (PMGs), which, together with the Kaiser Foundation Health Plans (KFHP) and Kaiser Foundation Hospitals (KFH), comprise Kaiser Permanente. The PMGs employ almost 23,000 physicians, approximately 90,000 nurses, other clinicians, and staff, and provide care to over 12.2 million Kaiser Permanente members. The Federation works on behalf of the PMGs to optimize care delivery and advance Permanente Medicine - medicine that is patient centered, evidence based, technology enabled, culturally responsive, team delivered, and physician led. The Federation, based in Oakland, California, is dedicated to serving and leading Permanente Medicine, the Permanente Medical Groups, and Kaiser Permanente in support of our patients and memberThe Principal Consultant is responsible for driving the implementation of program-wide Federation and Permanente Medicine talent management solutions. Ensures alignment of talent strategies with organizational strategies and leads cross-disciplinary teams to address organization-wide talent management and operations. Partners with Federation, People and Culture leadership, and PMG's to influence the development and execution of functional policies and long-term goals. Responsible for maintaining a comprehensive understanding of current talent management policies and trends, including expert knowledge of systematic and emergent issues; driving the development of innovative strategies and solutions. Serve as a lead expert to internal and external stakeholders, and leadership on talent management matters; and fostering a community of practice to design and embed consistent, strategic solutions across TPF functions and in support of PMGs. This individual will be a hands-on leader, who assists team leaders with managing day-to-day oversight of core people functions supporting Federation employees.

Essential Responsibilities:

  • Responsible for providing strategic consulting and workforce planning to TPF and PMG partners, delivering on strategy that is aligned with the business needs of the organization. Manage strategic and tactical day-to-day aspects related to delivery of consulting and people operations.

  • Serve as lead Subject Matter Expert (SME) on key areas of talent offerings across the Federation. Proactively provide expertise, resources, and advice to employees and stakeholders.

  • Manage day-to-day oversight of core people operations, including but not limited to recruitment, performance management, employee relations, talent development, compensation, benefits, and organizational design (including spans and layers work).

  • Serve as an advisor/thought partner to other consultants and senior leaders around planning and execution of short and long-term strategic goals for People & Culture

  • Provide leadership or support for national and interregional PMG workgroups in people operations, talent management or leadership development, with the purpose of enhancing collaboration, spreading of best practices and optimized care delivery

  • Maintain an understanding of TPF's people management policies and practices, and a working knowledge of systematic and emergent issues pertaining to talent strategies, operations, and solutions.

  • Manage complex projects and is accountable for communication to appropriate stakeholders and management to facilitate project success.

  • Work closely with employees to drive equity, inclusion, and diversity across the organization

  • Conduct coaching and training for assigned areas of people and culture as needed

  • Handle escalated people support questions/issues regarding all areas of people and talent

  • Create and develop communication materials in partnership with Internal Communications team.

  • Proactively identify areas in need of process improvement, streamlining or automation to enhance service to our employees and other stakeholders

  • Mentor, coach, and influence team members through open dialogue and feedback

  • Participate as an integral member of the extended KP enterprise HR community

Basic Qualifications:

Experience

  • Minimum twelve (12) years of relevant experience in human resources, talent development or operations.

  • Minimum (5) years of progressive experience in broad-scale project management, operations, process improvement and/or analytical support involving talent management, organizational development, clinical, performance, or practice improvement.

  • Minimum five (5) years of experience in a leadership role with or without direct reports.

Education

• Bachelor's degree OR a minimum four (4) years of experience in a directly related field.

• High School diploma or General Education Development (GED) required.

License, Certification, Registration

• N/A.

Additional Requirements:

  • Strong project organizational skills, with demonstrated ability to multi-task, balance priorities, respond quickly to resolve project barriers, set, and manage timelines for deliverables

  • Current knowledge of applicable laws, regulations, and best practices in HR and talent management

  • Proven ability to conduct and interpret qualitative and quantitative analysis to support various projects including business case development

  • Experience leading major projects and operational process improvements with organization-wide impact

  • Proven ability to produce professional documents in KP's current standard Microsoft Office programs, especially Excel, PowerPoint, Outlook and sharing platforms like MS Teams and One Note

  • Experience with HRIS and LMS systems.

  • Travel as required (approximately 0-10% of the time)

  • Experience managing full cycle recruitment and one or more other functional areas of HR, ideally in performance management, employee relations, equity and inclusion or compensation.

  • Adept at managing both ends of the spectrum of our work, flexing between strategy and executing on tactical, day-to-day aspects of people management and operations.

  • Strong work ethic and service orientation with the ability to understand and meet the needs of stakeholders to consistently deliver results.

  • Proven ability to work independently and in collaboration with larger teams and/or stakeholders' groups, building relationships across the organization.

  • Proven ability to manage competing priorities with a sense of urgency under conflicting time constraints and deadlines.

  • Experience thriving in a fast-paced and changing environment.

  • Superior attention to detail, organizational and analytical and problem-solving ability.

  • Excellent verbal and written communication skills, with proven ability to effectively communicate across all levels within the organization.

  • Demonstrated ability to maintain highly confidential information and a high level of professional judgement.

  • Demonstrated emotional intelligence, including areas of intrapersonal and interpersonal awareness, and adaptability.

Preferred Qualifications:

  • Prior experience as an HR Business partner or HR Consultant.

  • Master's degree in Business, Human Resources, Health Administration, Organizational Development, Organizational Leadership, or related field.

  • PHR/SPHR, Project management or OD certification.
