Job Summary:
Company is multinational division of a multi-Billion $$ international Agricultural Leader as they continue to grow - in one of TWO positions - OXNARD CA, or WATSONVILLE, CA
Each position replaces incumbents who have been promoted, due to company expansion, and basically are the H2A Program Managers with affiliate companies in Mexico or Canada, in staffing either Northern or Southern California field staffing needs in off-seasons. As Program Managers, they should each be a seasoned Human Resources Labor professional with HR Management experience. Both positions can work remotely, as there is 60% travel, but full relocation is provided to either location.
The Agricultural Labor Strategies Manager, or PROGRAM MANAGER, oversees the recruitment, retention, and labor transportation program that provides an innovative, reliable and efficient temporary labor source. The role ensures the program meets the requirements of the Operations and Corporate Strategic Plan and is legally compliant with government regulations and company policies. The role coordinates the fulfillment of Corporate wholly-owned, Parent Company and other area grower's temporary labor requirements in the United States and Canada.
Job Contributions and Key Responsibilities:
Program Management
- Establish, implement and manage foreign agricultural worker program for efficient movement of workers between Mexico, United States, and Canada, to fulfill labor demands.
- Manage program in an ethical manner that minimizes risk for the company and represents the company mission and values.
- Ensure legal compliance with labor and other applicable regulations. Foster positive working relationships with government agencies to include but not limited to: Immigration, Consulates, Department of Transportation, Employment Development Department, Department of Labor, California Highway Patrol, Housing and Community Development (HCD) and OSHA.
- Develop, implement and manage required program administrative and record keeping activities, including audits and records requests.
- Ensure workplace safety for workers participating in the program.
- Manage vendor relationships.
- May also support Human Resources in other recruitment requirements
Labor Recruitment
- Coordinate labor recruitment with Mexico operations, ensuring a highly efficient labor pool.
- Develop standard internal recruitment process, consistent with our Mission and based on applicable regulations, industry best practices.
- Manage the logistic of safely moving workers from and back to their home countries.
- Coordinate fulfillment of recruitment requests from Corporate growers and other area growers.
Immigration - Work Authorizations
- Develop and manage approved employer agreements / contracts / certifications with applicable government agencies.
- Manage all aspects of the country work authorization process to include but not limited to application filings, request for evidence responses, records management, renewals, postings, scheduling visa appointments, on-boarding, etc.
- Issue and track payment of all associated fees and expenses.
- Develop record information system to ensure required detailed documentation is readily available and compliant.
- Lead comprehensive audits and inspections.
- Serve as liaison between the company and governmental agencies, representing the company in legal hearings, court proceedings, audits and inspections.
- Ensure compliance with laws and regulations of each country related to employment, safety and immigration / work visa requirements.
- Stay current with regulatory changes and incorporate into program management.
Subject Matter Expert
- Support the Human Resources Director in:
- Advocating for Company's business priorities and employee well-being in internal and external meetings, forums and advocacy groups on immigration and guest worker topics.
- Recommending actionable areas impacted by foreign visa and immigration program legislation.
- Maintain knowledge of current and changing legislation
Housing Program
- Manage and oversee all program requirements for company and government compliant housing.
- Develop Housing Operations Standards based on industry best practices, and ensure they are applied consistently throughout owned and rented housing facilities.
- Directly oversee the operations of the housing facility in the northern district.
- Secure and manage sufficient housing as required.
- Manage housing audits and requests for records.
Farm Labor Transportation
- Ensure ongoing compliance related to the Company's Farm Labor Transportation Program.
- Recruit and train bus drivers and ensure certification is current and compliant.
- Ensure bus fleet is compliant and well maintained. Ensure any maintenance issues are quickly addressed to minimize interruptions to operations.
- Develop and maintain record information system and manage audits and requests for records efficiently.
Education and Experience Required:
Bachelor's degree in related fields or a combination of experience (not less than 3 years)
· Minimum 3 years' of experience in Human Resources Recruitment Management role, 5 year's preferred
· Minimum 2 years' in successful management of guest worker and recruitment programs, preferred:
o Farm Labor Contractor environment, desired
o Agricultural industry
o Outside Vendors
U.S. Citizenship required.
Competencies:
- Communicate fluently and professionally (written, verbal, listening, reading and presentation) in English and Spanish are required.
- Establish a strong rapport with senior management and a strong relationship builder / influencer.
- Demonstrate successful management of a guest worker program.
- Manage / prioritize large workload and multiple projects / demands across customer base; and to competently juggle competing priorities and changing expectations.
- Competently use Microsoft Office suite.
- Establish and maintain effective working relationship with production management, partners, and outside agencies / vendors.
- Demonstrate professional and culturally sensitive relationships with diverse groups of workers.
- Brainstorm and analyze complex problems, identify alternatives, recommend and take corrective action.
- Understand global company initiatives and translate them into implementable actions at the local level.
- Create new and unique ideas in a proactive way.
- Self-start and work with minimal supervision.
- Demonstrate outstanding judgment and mature decision making.
- Maintain detailed and highly confidential worker/case information.
- MUST BE Microsoft Office Suite -Proficient
Travel Requirements
- Ability to travel 60 percent of the time - domestic and international
Salary range: $93,000 to $ 101,000 + 10% Bonus, plus exceptional Benefits Package, which
start in next month after the next first of the month from start date.
