POSITION SUMMARY: The IT Procurement Manager is responsible for activities in the information procurement function through identifying, managing and developing beneficial strategic relations with vendors. This role also facilitates financial budget reviews and financial and performance metrics for PCCI IT business operations.

SUPERVISION RECEIVED: Works under the direction of the Director of Project Management Office.

ESSENTIAL DUTIES AND RESPONSIBILITIES: may include some or all of the following. Other duties may be assigned.

IT Strategic Procurement and Vendor Management:

* Drive vendor selection and management best practices in support of Technology procurement processes:
* Assess vendor viability.
* Negotiate with vendors to secure advantageous terms.
* Develop and maintain beneficial strategic relations with vendors.
* Ensures products and services are purchased in the most cost- and time-efficient manner.
* Life Cycle Management.
* Manage RFI/RFP Processes.
* Facilitate regular PCCI IT contract reviews ensuring performance against SLA's and necessary vendor escalations.
* Support tactical execution of vendor contracts and vendor payments:
* Review invoice batches for proper coding, obtain approvals, coordinate with Accounting/AP for payment.
* Support project teams with procurement coding (cost center, project budget, etc.).
* Collaborate with accounting to investigate and resolve invoice payment issue.

IT Business Operations & Finance

* Collaborate with Finance to ensure financial planning processes are completed and comprehensive.
* Facilitate regular PCCI IT financial budget reviews and course correction as needed.
* Drive financial and performance metrics across PCCI IT.
* Drive fiscal responsibility and financial analysis related to IT Investments.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

* Education/Experience: Bachelor's degree (B. A.) from four-year college or university; and five (5) years related experience and/or training; or n equivalent combination of education and experience.
* Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. n Ability to write reports, business correspondence, and procedure manuals. n Ability to effectively present information and respond to questions from groups of managers, customers, co-workers and vendors.
* Math Ability: Ability to apply advance mathematical concepts such as exponents, logarithms, and quadratic equations. n Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
* Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. n Ability to interpret a variety of instructions furnished in written, verbal, diagram, or schedule form.
* Computer Skills: Must be able to operate a personal computer and other various standard office machines and equipment necessary to complete duties. n Must have knowledge of computer and other automated systems; and working knowledge of the principles and practices of systems analysis.
* Supervisory Responsibilities: No direct reports; provides guidance to other staff as needed.

* Frequently required to use hands to finger, handle or feel n Reach with hands and arms n Talk, listen, and detecting sounds n Stand, walk, and sit.
* Occasionally required to bend at the waist n Lift and/or move up to 15 pounds.
