ABOUT THE POSITION
The County of Riverside's University Health System (RUHS) has an opportunity for an IT Business Systems Analyst III who will be assigned to Information Technology division within Public Health in Riverside.
This position will be responsible for working with vendors, end users and other Information Technology staff to implement new and support existing applications. The departments seeks applicants with strong knowledge/experience implementing Commercial-off-the-shelf (COTS) software and application support. Candidates must have advanced knowledge in capturing and documenting business requirements from end-user input (for new and or existing systems), defining business processes, and configuring applications. Strong verbal and written communication skills are required to work with end-users, vendors, and other team members.
Competitive candidates will be those with experience in data reporting, querying using Crystal reports or other reporting tools, and SQL server.
The IT Business Systems Analyst III is the lead level classification in the IT Business Systems Analyst series and reports to a supervisory or manager level position. Incumbents in this class exercise a high degree of independent judgement, provide project oversight to subordinate staff, and perform the most complex assignments that require extensive knowledge and proficiency.
The IT Business Systems Analyst III is distinguished from the IT Business Systems Analyst II in that the latter is the journey level class in which incumbents are expected to work independently, requiring little supervision. This class is further distinguished from the IT Supervising Business Systems Analyst in that the latter exercises the full scope of supervision. Advancement to the next level is obtained by competitive selection through an open recruitment.

EXAMPLES OF ESSENTIAL DUTIES
Configure and support off-the-shelf business solutions related to Public Health Department's business needs.
Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.
Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.
Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.
Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.
Implement new and modified processes and systems by performing design, application development, installation and testing.
Maintain, support, and administer business applications.
Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

MINIMUM QUALIFICATIONS
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Four years of successful journey level IT job-related experience which included systems analysis, preparing systems requirements, functional specifications, and technical requirements; one year of which included either lead person duties or technically advance IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).
Knowledge of:The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to:Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
Preferred IT-Related Skills: Experience in data reporting, querying using Crystal reports or other reporting tools, and SQL server. . Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments.
License/Certificate: Possession of a valid California Driver's License is required.
Physical Ability Requirement : Lift and carry 15-30 lbs. , and sit for 5-8 hours/day.
SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.
