Your Role

The IT Marketing, Digital and Customer Care team is responsible for the development, support and innovation of the technology solutions in the Digital, Marketing and Customer Care business units. We work closely with our business partners in the form of tight knit hybrid product teams.


The Application Developer, Consultant will report to the Manager, IT Development. In this role you will work within the Access to Care product team which is specifically responsible for the Find A Doctor (FAD) technology solution that is crucial in connecting members to providers. Along with a small team of developers you will be responsible for the evolution of this solution by developing the front end, back end and services layers. Additionally, you will also support the Kibana Elastic search stack platform that is used in FAD and increasing in use throughout Blue Shield.

Your Work

In this role, you will:

  • Design and develop user interfaces, application programs using the technical specifications and design documents
  • Recommend improvements to the SDLC and other departmental processes
  • Improve the reliability and utilization of systems and applications
  • Monitor software configuration changes to anticipate and address the impact of data reliability and customer satisfaction issues
  • Coordinate sustaining support for 1-2 application platforms or business processes
  • Occasionally lead small tiger teams of contract developers when demand surpasses team capacity
  • Lead complex analysis and troubleshooting of the data integrations that support FAD
  • Learn and adopt new methods of software development such as CI/CD, unit testing automation, and low touch release management
  • Provide architect level guidance on the use of Kibana Elastic search, it's configurations, connectivity, and general use throughout Blue Shield of California


Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of prior relevant experience
  • Must have 2+ years' experience in developing enterprise services and application integrations (REST, Web services, Data Power, Spring, Apache Camel, JAX-WS, JSON, SOAP)
  • Must have 2+ years of Angular (or similar)
  • Strongly desire 2+ years experience in Kibana Elastic search stack or similar
  • Prefer experience with iterative development life cycle methodologies and application of those principles, especially Agile development practices in a product delivery model
  • Familiar with standard software development tools, including source version control (SVN Git/Bitbucket), defect tracking, documentation, and testing systems
